I. JOB SUMMARY:
The purpose of the Assistant Project Manager (APM) position is to assist the Project Manager of both the SPIR Field Offices for quality implementation and overall management of the SPIR/DFSA project. S/he supports the Project Manager in leading day-to-day operational coordination among the technical team, cater the technical support where needed and quality implementation of approved project activities with a focus on program quality and learning. S/he will directly supervise the Woreda Team Leaders (WTL) and supports them in ensuring effective program implementation on the ground, coordination with Woreda and Kebele FSTF and coordination with other projects having similar activities in the same project area. S/he provides leadership and management support to Woreda Team Leaders and SPIR Technical Team as they provide coaching and counseling to Facilitators for Empowerment to enhance their performance. The Assistant Project Manager represents the SPIR/DFSA at Zonal and operational Woredas at the request of the Project Manager. S/he maintains quality work and accountability and assuring compliance to Host government, Donor and CARE’s policies.

CONTACTS/KEY RELATIONSHIPS
Internal:
Project Manager, Program Coordinator and Deputy Chief of Party of the SPIR/DFSA for Coaching, Mentoring and overall guidance (on all programmatic, administrative, financial, policy, procedural other related issues)
Consortium technical leads, Head Office level advisors and field office officers – cross functionally receive consultation for technical or logistic issues and collaborate on both programmatic and administrative issues.
Field level staffs (Woreda Team Leaders technical officers, lead Community Facilitators for Empowerment) – ensuring appropriate support is provided to field offices and maintenance of working relationships.
External:
Woreda and Kebele FSTF, Other development organizations working in the area where works CARE (GOs, NGOs, CBOs, MFIs and the private sector)
WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
The position is based in Chiro town for West Hararghe field office and Dire Dawa town for East Hararghe field office with more than 60% field travel to project areas and others as the work demands.
