Terms of Reference (ToR) for Consultancy Service to build and test a digital platform to that facilitates professional exchanges and network formation for university hospitals.
Background
Federal Ministry of Health is implementing Medical Hub Development project that aims to trigger the development of internationally competitive tertiary medical services and medical hubs development as well as enhancing the capacity of the Ministry of Health and three University Hospitals. The development of medical hubs will be an essential strategic stepping stone to a long-term strategic objective of the government to create a super-hub, or Medical City, capable of competing with leading centres internationally. The project is being implemented with financial support of the 10th European Union Development Fund, and with supervision and follow up of Ministry of Finance (MoF).
One of the main challenges identified to achieve such a goal is availability and quality of professional staff for the international standard tertiary care. To alleviate the human resource bottleneck, social media solutions have been attempted particularly at department levels with strong international professional associations and links, to link those with personnel ‘gaps’ to international university hospitals and their personnel willing and able to provide at least temporary human resources to fill any such gaps.
As part of the implementation of the project, building and testing a digital platform that facilitates professional exchange and network formation between medical and non-medical university hospital professional, is taken as possible solution to facilitate professional exchange, knowledge sharing mechanisms and hence to support the goal of achieving an international standard medical service. This activity will explore that possibility and potential partnership to support such an objective.
Objective of the assignment
The overall objective of this consultancy service is to conduct research on digital platforms mainly for professional exchange initiatives in Ethiopia, regionally and internationally. The digital platform would facilitate communication, knowledge sharing information storage and retrieval online consultation and support. The main aim of this service is to research and propose the type and over all content of on line digital platform, facilitate the process of recruitment of an IT company/ consultant for building and testing the platform
Scope of services of the consultancy
Digital platform that would help to interconnect the university hospitals and facilitate the exchange professionals will be designed, build and tested The consultant will be responsible for the activities that range from conducting the study potential means and recommending, and support and oversee the overall process from building to promotion of the platform.
Conducting feasibility study
Conducting a research that will result in the designing web based digital platform, including identifying its operational objectives, functional and nonfunctional requirements, characteristic, features, outcomes, benefits, necessary equipment and an estimate of the cost for its implementation deployment, maintenance and training of users. Making an assessment and identifying gaps in ICT infrastructure in selected hospitals.
The process will be a participatory exercise where the FMoH will play the leadership and Public Relation and the IT units of the selected universities will participate to reassure that it is complementary with the strategies and activities already on coming in the corresponding area.
The resulting platform model will be the basis for launching the tender process for contracting a programmer company that is described below.
