Save the Children is currently in process to implement a four year DFID-funded program to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia with the funding from DFID. The program is led by Danish Refugee Council; and with partners: Save the Children, Mixed Migration Centre, BBC Media Action and Altai Consulting.
Addressing livelihood related factors of unsafe irregular migration among the youth is among the programming focus area of the program. This will be implemented by involving relevant government stakeholders and CSOs with a role in improving the socio-economic situation of vulnerable community groups especially youth and women with high risk of migration. Bureau of Labour and Social Affairs (BOLSA), Bureau of Youth and Sport (BOYS), Bureau of Women and Children Affairs(BOWCA), Technical and vocational Education Training (TVET) Agency, and Small and Micro Enterprises (SME) Development Agency, youth groups and associations etc., – at Regional, Zonal and woreda level are the major partners in reaching joint and intended project objective. For refugees, in addition to the above actors, the Administration of Refugee and Returnee Affairs (ARRA) and the United Nations High Commissioner for Refugees (UNHCR) are key stakeholders.
As one of the inception phase activities, Save the Children has planned to conduct high quality labour market and relevant potential partners’ assessment who has a primary role in youth livelihood/employment project component. The findings from this assessment will inform the project to identify: (1) Youth aspirations to secure decent LH/employment options; (2) The existing type and level of skills Vs the labour market demand and experience of TVETs’ in linking their graduates with the industry; (3) Potential business sectors/value chains for self-employment opportunities; (4) Youth perceptions and aspirations and the economic drivers for and patterns of youth migration; (5) Available partners who have a stake in youth LH/employment opportunities, available services and integration modalities.
Purpose and objective of the assessment
The main objective of the assessment is to provide practical recommendations that inform the project to enable and prepare would be migrants and refugees youth in North Wollo zone of Ahmara region, and Addis Ababa city to proactively position themselves in decent livelihood(LH) and employment opportunities and made informed and positive decisions as alternative to unsafe migration. Provided; it gives the available and relevant partners, available service packages and their integration in improving youth livelihood/employment options. The assessment involves a combination of qualitative and quantitative data types and employed both primary and secondary data sources.
