The Brooke is a leading UK equine welfare charity which has been working in Ethiopia since 2006 with a country office in Addis Ababa. The Brooke aims to improve the welfare of working equines, together with the livelihoods of people dependant on these animals. Brooke Ethiopia (B-Eth) is entering a new Strategic phase and by the year 2020, the Brooke Ethiopia will sustainably improve the equine welfare of some of the neediest rural and urban equines in Ethiopia. In order to achieve this, the role of Finance & Administration Assistant is crucial.

Purpose of Role
The Partnership manager takes the lead role as the focal point for Brooke Ethiopia’s strategic approach and operational support to partnerships. The overall aim of the Partnership manager will be to ensure partnership practices are in line with BE’s Partnership Principles of value-driven and empowering relationships, transparency, accountability and mutual benefit; and ensure quality programme implementation with partners through a strategic and informed partnership approach guided by the BE Strategy and Brooke UK’s Global Partnership Framework. The Urban and partnership manager will support partnership programs 40% level of effort, 40% of the euthanasia project, with the remainder 20% level of effort dedicated to program design and proposal writing in the Country Office identified as priority need.
In Ethiopia working equines suffering from conditions associated with old age, major behavioural issues, irresolvable injuries or other problems are left untreated and not euthanized when it is the most appropriate course of action. This delay whether wilful, through ignorance or because an owner/carer is unable to face making the decision presents welfare concerns.
Key Responsibilities and Duties:
Roll out Brooke’s Global Partnership Framework, including the Country program self-assessment on partnership practices to identify internal capacity gaps, and develop and follow up on action plans for each partners in the Country programme
Build the skills set of partnership staff and staff across functional departments (program, PDQA, MEAL, finance, etc) on partnership management and training on soft partnering skills; with a concerted focus in Ethiopia where Brooke Ethiopia will start implementation of hybrid a partnership modality
Provide technical input on the design of funding proposals that have a strong focus on programming with partners and/or civil society capacity strengthening; for proposals, ensure proposed partner programming and partnership approach is guided by the Strategy (Partnership Approach)
Lead strategizing, tactics, planning and implementation of euthanasia project and coordinate and communicate with the wider organisation. Develop and cultivate linkages and relationships in the wider development and working equine welfare sector, including in the context of the Sustainable Development Goals
A well-defined high level partnership plan and organization that target opinion leaders and policy influencers around advocating for the implementation of euthanasia project
Important networks and strategic links to key influencers and decision makers within Addis Ababa Governments and City administration
Consistent and targeted media actions for increased awareness of euthanasia project while at the same time able to raise awareness on the Brooke’s position.
Identification and assessment of any strategic risks including appropriate mitigation measures
Representation of Brooke Ethiopia in key relevant national, regional and international forums relevant to the role
Research and policy development: Working with the Brooke UK team, lead the development of clear, innovative, consistent and coherent messaging in Restless Development’s global policy and advocacy.
Build and consolidate our evidence-base on euthanasia project: Working closely with the Programme Quality unit and Country Programmes, proactively identify where Restless Development country-level research & evaluation can strengthen our policy work to ensure it is rooted in our experience.
Proactively engage in the process of the euthanasia project assessment planning and feed in from global policy and advocacy
Lead on specific advocacy / policy influencing opportunities and ensure a coherent approach for influencing through networks:
Ensure high quality delivery of events, activities and communications necessary to deliver against BE Country Policy and Practice strategy (e.g. workshops, position papers, briefings, consultations, roundtables, online media).
Lead Restless Development engagement in priority conferences and networks including the Transparency, Accountability and Participation (TAP) CSO network
Proactively identify and develop external relationships with NGOs, government agencies and UN agencies to meet our Country advocacy objectives and to promote animal welfare and livelihoods

Adhere at all times to Brooke’s policies and procedures
- Doctor of Veterinary Medicine, Masters in Project Management, Masters in International Development, and other related fields
- At least 10 years proven professional experience in Urban (Euthanasia) and Partnership project management
- Experience in developing effective relationships with government and sector/ organizational wide representation at senior level.
- Experiences in partnership roll out of Global Partnership Framework, including the Country program self-assessment on partnership practices to identify internal capacity gaps, and develop and follow up on action plans for each partners in the Country programme
- Awareness of continental, regional and country specific animal welfare issues and links to development agenda
- Excellent oral and written communication skills
- Strong interpersonal, networking and organizational skills
- Proven research and evaluation skills
- Sensitive to social and cultural issues
