II. Program Background
TechnoServe has assisted over 200,000 smallholder coffee households in East Africa to improve their incomes by increasing the quality of the coffee they produce, boosting their coffee production and linking them to premium markets. Going forward, TechnoServe is developing innovative approaches and partnerships with corporations to enable more smallholder coffee households in East Africa achieve livelihood security. In Ethiopia alone, TechnoServe has supported over 150,000 smallholder coffee households to improve their coffee productivity and to improve overall coffee business over the past 10 years.
III. Position Description
The MEL Filed Assistant will work closely with the MEL Manager, M&E Field Administrator, other program and Project managers, external consultants/contractors, as well as specific. S/he is primarily responsible for field survey management and coordination related to the monitoring and evaluation of the CI program in Ethiopia. This involves monitoring field survey activities to ensure surveys are being conducted according to defined protocols and standards.
IV. Duties & Responsibilities
M & E Processes:
o Oversee country-level data collection for M&E Activities such as Agronomy, Wet mill, Dry mill, Agronomy surveys and M&E Survey programs.
o Assure that surveys and M&E tasks are implemented respecting the M & E standard operating procedures set by the Coffee Initiative.
o Complete duties assigned as per the RASCI matrix for ET
Project Evaluation
o Create link or negotiate with local Woredas or Kebeles and request authorization of collecting data from selected households
o Test first draft M&E questionnaire/Surveys and send feedback;
o Organizing trainings for enumerators and supervisors during the required surveys.
o Facilitate/deliver data collection tools and related training
o Continuous coaching and feedback on data collection tools and training
o Organize payments for training, regular payments for enumerators and supervisors and send it to the MEL Manager for review.
o Provide close supervision during the survey at the field and data verification purposes.
o Complete daily field logs for the surveys and send it to the MEL Manager.
o Identify any issues encountered during surveys and inform to M&E Field Administrator and MEL Manager accordingly.
o Coordinate with M&E Field Administrator and MEL Manager before the implementation of any survey or M&E related tasks.
o Coaching, sharing feedback and supervising the performance of a team of Data Collectors and Supervisors by accompanying them on some of the visits of the survey before back check starts.
o Continues follow up at the field during the survey or data collection processes and either resolving or reporting any issues encountered during the survey.
o Conducting at least 10% of back-check surveys to a sample of farmers surveyed by the team of Data Collectors.
o Scheduling and conducting a joint visit with the corresponding Data Collector to the farm sites that TNS request to do a third visit due to higher discrepancies between the scores of Data collector and own repot of the M&E field Assistant
o Arrange logistics and ensure proper utilization of vehicles for the entire data collection period.
Attendance Database
o Assist and implement actions to assure validity of attendance records for Agronomy Program.
o Give support on data entry processes and send it to the M&E team.
o Any other duties assigned by the M & E Field Administrator and M&E Coordinator.
I. Required Qualifications and Capabilities
o Bachelor’s Degree in Economics, Statistics and related field with a minimum of 2-3 years’ experience in data collection and managing data
o Experience with computer programs related to data analysis including Excel.
o Ability to balance multiple priorities and meet deadlines.
o Ability to work both independently and as part of a team.
o Oral and written communication skills that is clear and concise in both English and Amharic. Oromifa is required.
o Keen attention to detail
o Excellent computer skills
o Strong interpersonal and cross-cultural skills
o Willingness to travel to the field
