Reporting to: National Data Management Center for health (NDMC) and Grant Management unit
Background
The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and nationaland international levels. NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit. The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries. The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels. The NDMC is looking for high caliber staff for this collaborative project.
Roles and responsibilities
· Develop framework, plans and indicators to capture program performance
· Undertake health program evaluation, generate high quality results, synthesize evidence and produce high quality evidence to guide decision-making at FMOH and at different levels.
· Provide effective, accurate and timely monitoring, evaluation and reporting of health evaluation activities of the center.
· Design, implement and supervise NDMC’s program M&E activities, ensuring that lessons learned are integrated to improve monitoring and evaluation undertakings of the center.
· Document and disseminate monitoring and evaluation activity implementation to improve the system
· Develop and oversee Performance Monitoring Plan to capture program performance and results, including baseline, midline and endline assessments and all outcome and impact evaluations
· Document M&E activities and indicator results for progress and annual reports, as appropriate.
· Ensure M&E activities/implementations are consistent with Ethiopia’s national monitoring and evaluation guidelines, protocols, information and reporting systems
· Initiate efforts to track, monitor and evaluate national and international targets, plans, strategies and interventions,
· Conduct targeted evaluations for different programs and analyze results and synthesize evidence to inform policy and decision
· Cultivate strategic M&E relationships and alliances with other FMOH projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations
· Ensure relevant M& E data is entered into NDMC data portal designed to capture, archive, analyze, and synthesis data and identify data gaps
· Engage in all M&E capacity-building activities at NDMC and EPHI as a whole
Desired skills and experiences
· Experiences in undertaking disease surveillance monitoring and evaluation activities
· Demonstrable evidence of strong written and oral communications skill
· Excellent analytic, writing and organizational skill
