Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa envision to bringing lasting health change for Africain more than 30 countries across the continent. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations.
Background:
USAID Transform: Health in Developing Regions (T-HDR) is a USAID funded five years Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCH) project implemented by Amref Health Africa and its sub-partners. The project is aimed at reducing preventable maternal and child death in the developing regions of Ethiopia (Afar, Somali, Benishangul-Gumuz and Gambella). It supports the Government of Ethiopia’s attainment of its five years Health Sector Transformation Plan (HSTP).
The HSTP mid-term review revealed that, the developing regions performance in the health sector is low and it is attributed to different reasons. One of the recommendation from the review include developing leadership and management skills of the leadership to improve MNCH services quality and availability.
USAID Transform: HDR, therefore, would like to support the Regional Health Bureaus and contribute on the capacity building effort through leadership, governance, and management training. The training will be provided to the RHB’s Senior Management Members to build their capacity so that they support the larger team in delivering meaningful services and bring sustainable impact in the health care system.
The project believes that involving/collaborating with external consulting firm, with proven experience in leadership training, to design and deliver the leadership capacity building support will be efficient. Therefore, Transform HDR invites eligible and qualified consulting firms to carry out this task to selected 15-20 RHB Senior Management Members.
Scope of Work:
The selected consulting firm will design the required capacity building support involving the Transform HDR management team, the Health Systems Strengthening Advisor and representative from the RHBs. Based on the preliminary team assessment by the project, the training will require consideration of the following and preparation of a customized facilitator’s guide and participants manual.
· Basic concept of Leadership, Management and Governance as it relates to Health Programs Management
o Organizational culture to create conducive/enabling working environment that lead to excellent service delivery
o Transformational leadership
v Personal development (realizing higher self)
v Personal, Team and organizational leadership
o Communication for result - Basics
The consulting firm will also capture the learning from the intervention and provide report so as to support and inform future capacity building activities.
Objectives
The overall objective of this consultancy service is to design, lead and implement the capacity building/training focusing on leadership, management and governance. Specific objectives are expected to address areas outlined under the scope of work.
Duties and responsibilities
The Consulting firm has the following duties;
i. Work with the project and RHB team to design the training materials that answers the intervention objectives and justify the duration of the training
ii. Train the selected RHB Senior Management Members
iii. Capture the learning from the intervention and provide report to the project team for feedback
iv. Incorporate feedback from the project team and send the final report per the agreed timetable
Deliverables
The Consulting firm is expected to submit the following deliverables
a. Training materials with methodology
b. Provision of the training
c. Final intervention report
The Consulting firm should have the following skills and expertise:
· At least five years of experience of conducting similar capacity building activities related to LMG in the context of health program management
· CVs of trainers and other relevant documents must be attached
· Demonstrated experience to produce high quality work in organizational leadership
· Bidders should be legally registered with renewed business license and TIN, or registration certificates from proper government authorities
· Financial & technical proposals should be submitted in separate sealed envelopes to Amref Health Africa in Ethiopia Addis Ababa office with sealed documents before the deadline. Any submissions after the closing deadline will be rejected
Additional qualifications
· Experience in working with developing regions of Ethiopia and health sector government offices is preferable
