Terms of Reference (ToR) for CDT-Africa Institutional Development Plan
Background
The Centre for Innovative Drug Development and Therapeutic Trials for Africa (CDT-Africa) is an Africa center of excellence and a regional capacity building hub for medical discovery and development in Africa. The Centre was established by Addis Ababa University as part of the Eastern and Southern Africa Higher Education Centers of Excellence (ACE II) initiative of the World Bank. The Centre intends to be a place where drugs, diagnostics, vaccines and complex intervention discovery and development is nurtured, and where long lasting and generational relationships that ensure impact and sustainability are established. With a long-term ambition of finding sustainable therapeutic solutions in Africa, the Centre has developed its 20 Years (2017 – 2036) strategic insight divided logically into four five-year strategic plans. In order to properly implement this strategic plan, the center is primarily focusing on establishing system and structure that promote the development agenda the center is committed to achieve in its strategic plan.
Thus, CDT-Africa is proposing to hire an experienced consultant who can develop Institutional Development Plan that enables the Center to ensure sustainable advancement and innovative technology transfer/adoption. The Center also aims at understanding the implications of process in Institutional Development and identify gaps which require additional support from within center and external bodies.
Objective
The overall objective of this consultancy is to develop Institutional Development Plan.
Scope of Work
The scope of work for the Consultant will include but not be limited to:
Analyze the center’s organizational structure, map all core processes, identify root causes of performance gaps; determine key performance indicators

This assignment is expected to be carried out over a period of one month (30 days) as of the date the agreement is signed between CDT-Africa and the Consultant, with possible extension agreed between the center and the consultant.
Institutional Arrangements
The Consultant will report directly to the Head of CDT-Africa. CDT-Africa will provide relevant background documents necessary for the assignment including, the strategic plan, annual reports, the M&E framework and the draft communication guideline. The Center shall be responsible for the coordination of meetings and other activities under the Consultancy and the payment for the consultancy work.
