For our Logistics program in Gambella, we are currently looking for the following professional:
Supply Chain Officer – Re-advertised
Work Base: Gambella
Availability: As Soon As Possible
Project Duration: One Months with Possibility of Extension
General Assignment: Implement the supply chain policy in the Mission and ensure the best possible support to the supply chain function, and build the supply chain team capacity in this area. Ensure smooth running of the supply chain process (procurement, transport, stock).
Duties and Responsibilities:
Objective 1 : Receive, Centralize and Process the PRs :
Activities :
Ensure to receive, advise and validate correctly filled PR from the programs (Capital and Bases)
Support program and log department to process the PR
Prepare and collect quotation request(s) from supplier(s) (whenever its needed) and make sure to follow proper procedures in collaboration with Purchaser
Preparing of purchase Dossier (like AT, SPO, AF, contract, etc).
Review the PD file(s) before submission for validation
Organize and follow the delivery of requested items in collaboration with Purchaser and Logistics assistance/warehouse.
Keep the Order Follow-up/ PFU up to date in collaboration with the Purchaser.
Ensue the reception of the good to the warehouse and to the requester
Objective 2 : Prepare/Review PD files:
Activities :
Review all PD files as per the authorization threshold for the procurements done at base level (Gambella) and Addis before any validation request.
Update supplier’s data regularly by using different sources like carrying out of market assessment, information from PFU, walk-in suppliers, etc
Establish and maintain up to date Supplier list and price catalogue in collaboration with purchaser.
Objective 3 : Order and payment follow up to suppliers :
Activities :
Prepare and Place order /SPO to suppliers and do the procurement when it is needed.
Participate in the payment of the suppliers when it is
Needed
Ensure for the proper PDs files before submission to finance
Ensure effectiveness of the payments with the necessary documentation and as per defined contract terms and conditions
Settle the cash advances with Administration as per rules
Objective 4 : Archiving And Reporting
Activities :
Archive Addis Ababa and base procurement documents as per Action Against Hunger archiving procedure.
Share updated Addis Ababa PFU to all program, support and coordination team in Addis Ababa and Bases office on weekly basis
Prepare procurement activities monthly report and submit within the reporting timeframe
Any activity assigned by his supervisor
Objective 5: Fleet Management
Activities :
Follow and monitor the day to day fleet activity with the collaboration of Assistance logistics/ Fleet
Follow monitor and control the correctness and accuracy of monthly fleet report.
Educational/Professional Background:
B.A. degree in Supply Chain and Logistics Management/Business Administration or equivalent field of studies and at least 4and plus years’ work experience on similar position.
Required skills:
Computer knowledge (Word and Excel) - Experience in Procurement, Stock management and Asset management, Budget management, Good organizer, Negotiating capacity, Good analytical capacity, Rigour, Team spirit, Good communication and relations with people.
