Summary Scope of Work:
Jhpiego Ethiopia seeks a Monitoring, Evaluation and Learning Adviser to provide technical leadership, oversight and strategic direction for monitoring, evaluation, and learning (MEL) activities for a broad range of activities of the maternal, newborn and child health portfolio at Jhpiego Ethiopia. The projects under the MNH portfolio aim to support the Ministry of Health of Ethiopia to strengthen health care delivery during pregnancy, delivery and the postnatal period.
The MEL Adviser will provide technical leadership and guidance for systematic collection, analysis, synthesis, use and communication of data and learning to inform project and health sector stakeholder decision-making at Federal, Regional, and Woreda levels.
The MEL Specialist will work closely with the FMOH, RHBs, Woreda health bureaus, as well as health care providers dealing with data at health facilities to build their capacity on generating quality data and local use of data for decision-making.
S/he will be responsible for development and execution of Activity, Monitoring, Evaluation and Learning Plans and data systems to ensure accurate, timely and efficient performance monitoring and reporting, and for documenting and disseminating project successes, challenges and lessons learned to wide range of audiences. The MEL Specialist will also be responsible for leading and/or contributing to assessments, evaluations and implementation research on relevant maternal and newborn health issues. S/he will lead and /or support the design and conduct of implementation research, and package findings to inform policy and planning. The MEL Specialist will also oversee and provide strategic leadership for possible digital health activities under the project, including support to the electronic community health information system (eCHIS) in the project target area. The MEL Specialist will support and /or oversee the work of consultants and research partners as applicable.
