Terms of Reference for developing General Management Plan for Senkele
Swayne’s Hartebeest Sanctuary
Rational
Population, Health & Environment Ethiopia Consortium (PHE EC) is an Ethiopian network organization with 66 members, working to promote the integration of social, economic and environmental programmes to reduce poverty and vulnerability through holistic, integrated, participatory and proactive development approaches. PHE EC works on population and health issues and has a proven track record in promoting a multi-sector integrated approach, establishing shared natural resource and protected areas management systems.
The organisation works closely with member organizations and partners at different levels to promote the multi-sectoral integration of population, health, environment, and livelihoods at local and international levels to contribute to sustainable development. Currently PHEEC is partnering with Farm Africa, SEDA, SOS Sahel and IWMI in implementing NATURE 4 Dev’t project.
Nature 4 Dev. project is designed to demonstrate effective, integrated and coordinated approach to natural resources management taking a landscape approach in the central rift valley area. One of the aims of this project is to improve management of parks and sanctuaries in the CRV areas. Specific to Senkele, the project is working to enhance the Sanctuary’s management effectiveness through capacity building and development of management plan (PAMP). The general management plan is expected to be prepared exactly following EWCA’s protected area management planning guideline (2018).
So, with this understanding, PHE EC wishes to enlist the service of a suitably qualified professional consultant firm who can follow EWCA’s and develop general management plan for Senkele Swayne’s Hartebeest Sanctuary, and the following details provide the terms of reference for the assignment.
Objectives
The overall objective of this work is to develop a standard general management plan which, among others, provides guidance for management in the form of framework for day-to-day operations and long-term management. The plan should be prepared following EWCA’s general management plan preparation guideline in which the planning process will be carried out by a planning team and ensure all possible consultation and participation of stakeholders. The plan should identify a long-term vision for the Sanctuary as well as guidance on how to direct the management of the Sanctuary towards this vision. It should also assist in day-to-day decisions about complex problems, by clarifying management objective and prioritizing them. This should resolve conflicts, address bad risks, remove ambiguity on how the area is to be managed and explain how the decisions were arrived at.
Scope
The consultant will do a facilitation role with the technical planning team to be established in consultation with EWCA and take the overall responsibility of delivering the final document of the GMP. The consultant will work in close contact and collaboration with EWCA, PHE EC, the Oromia and SNNPR’S bureau of culture and tourism, Senkele Swayne’s Hartebeest Sanctuary office and other key stakeholders. The team will work on the following major areas of management plan development;
Resource assessment: the team should plan to update what resources the Sanctuary has in order to put management options for optimum conservation and utilization of these resources
Problem analysis: Prior to the development of management plan problem analysis will be used to create objectives of the document
Situational analysis: of the Sanctuary management
The management plan will be developed for five conservation program as listed below;

Duration of the contract
The consultant is expected to complete the whole work of management plan document within six months from the date of contract agreement. The starting date of preparing the management plan will be 25 December 2019 and will end on June 24, 2019 and this will be the deadline of submission of the final document.
