Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF observes strict neutrality with respect to politics and provides its assistance without discriminating on the basis of race, religion, ideology, or political affiliation. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times.
MSF-Holland in Ethiopia currently operates in five projects (North Gonder, Abdurafi project, in Tigray-Hitatse project, in Somali region- Wardher project, in Gambella region; Kule and Nguenyyiel project with diversified workforce.
Main Purpose/Job Summary :- Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

Accountabilities: • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions. • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures. • Ensuring an efficient pharmacy and medical equipment management and monitoring the rational use of them. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.) • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

General o To contribute to the MSF identity, values and principles by reflecting, discussing and contributing to the advocacy mandate. o To assist in translating medical policies and protocol of MSF-OCA into practical programs. o Advise and inform the project medical referent (PMR) regarding the development and progress of the ongoing medical programs against the project objectives and work plan. o To identify health risks and to prepare courses of action to reduce or to eliminate all or any of these risks in collaboration with PMR and medical supervisors. o Make sure that meeting between medical team are happening regularly (as planned) and take lead of the meeting in the event of any remote control or if the PMR is temporally out of the project. o Adhere to medical ethics and confidentiality at all times o Work according to the MSF protocols and MSF Charter. o In collaboration with PMR and nursing activity managers (NAMs), defines and implements/monitors medical activities according to MSF set objectives. o Coordinate, supervise, coach and support all medical staff members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards o Participate in the programs/project follow-up, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the PMR for technical support o Assumes the responsibility of the PMR in case of his/her absence o On the request of the PMR, carries out extra tasks by participating in an exploratory/situation, analysis or needs assessment of the population. Monitoring and Evaluation o In collaboration with the PMR and NAMs, ensure good quality of medical care through adherence to MSF protocols and guidelines. o Participate in an exploratory mission/ outbreak investigations and active rapid response team (RRT) in collaboration with the PMR and the Epidemiologist. o Maintaining regular contact and update with the PMR concerning the progress of the projects against project objectives and the MSF country policy. o Ensuring adequate clinical supervision of medical staff and the medical evaluation of project in collaboration with the PMR o Together with the PMR ensure monthly submission of medical report and statistics based on adequately compiled analysis of project medical data and related medical, WatSan Surveillance and health promotion and community engagement (HPCE) activities; o To ensure medical incidents in the project are recorded and communicated with PMR timely. Staff Health o In collaboration with the PMR ensure effective implementation of national staff health policy, follow up with staff health related referrals to our DMIs for management and prompt verification of medical bills and payment in collaboration with the PMR. o In collaboration with the PMR, ensures that appropriate vaccinations and required prophylaxis/preventive measures are in place for national staff. Representation o In collaboration with PMR, to provide medical representation for MSF as required to local health authorities and relevant partners. o In coordination and collaborate with the PMR to ensure implementation of MSF’s programs. o To support and/or initiate advocacy on medical or humanitarian needs in collaboration with the PMR, Epidemiologist and the PC. Human Resources Management o In collaboration with the PMR, supervise, coach, train and support the medical team with technical information and in achieving/maintaining good quality healthcare (both preventative and curative) and health facilities hygiene and sanitation standards, infection control, and universal precautions). o Carry out periodic evaluations of national medical staff according to the line management. o Support the PMR in the hiring of new national medical staff. o In collaboration with other supervisors, ensure good staff coverage in the mobile clinic (MC) as well as timely annual leave planning. o Support the nursing team supervisor (NTS) in effective and efficient management of their MC teams.
Communication o Assist identifying and solving problems in various departments of the hospital. o To inform and assist the logistic department relating logistic requirements in the hospital and Health centre which are brought up by the medics. o To assist in organizing Medical Supervisor meetings, taking its minutes and share it with the PMR and to ensure follow up on any action points that were pending/ Supply o In collaboration with PMR, ensure that quality and sufficient drugs and material are supplied in the respective MSF supported facilities. This includes collection of consumption data, analysis of medical consumption in comparison with morbidities. o Participate in the monthly TSR analysis in collaboration with the supply and the pharmacy supervisor (PS) and feedback to the PMR. o In collaboration with the PS, NAMs and NTSs, ensure timely requests and dispatch of supplies to MCs. Data o Ensure quality data in DHIS by ensuring that all the MC and Surveillance teams have the necessary data collection forms that are being correctly filled in.o Ensure timely submission of data by the MCs and surveillance teams and accurate encoding by the Medical data processing officer.o In collaboration with the PMR, ensure submission of weekly/monthly PHEM Nutrition data. o Ensure monthly medical report is compiled and share with the PMR the 7th of every month. |
