The International Institute for Primary Health Care – Ethiopia (IIfPHC-E) is an organization affiliated with the Ethiopian Federal Ministry of Health (FMOH) and supported by the Gates Foundation. We provide technical assistance to the Ministry of Health and countries building strong Primary Health Care systems, through capacity building training, knowledge generation & management, program design and implementation. We support the FMOH through evidence-based policy recommendations, training of PHC leaders, implementation of innovation labs, and engagement on PHC related policy and strategy designs. We engage in global advocacy to bring PHC as a primary driver to achieving Universal Health Coverage (UHC).
In addition to building the capacity of Primary Health Care systems across the globe, the Institute focuses heavily on projects which aim to ensure that evidences in the field of PHC are generated and shared through presentations and publications for improvingdesign and implementation of community health in Ethiopia and other countries.
Thus, IIfPHC-E is looking to recruit a Senior Research Officer (Senior Research Advisor) who would lead, guide and advise the research activities of the International Institute of Primary Health Care.
Job overview
The Senior Research Officer (Senior Research Advisor)provides guidance on all research plans and programs of the IIfPHC-E and the Ministry of Health with special focus on strengthening the capacity of the program on PHC knowledge Generation and Management of the Institute. He/she leads all research activities related to policy matters including PHC research agenda setting, designing and conducting PHC implementation research incollaboration with the Ministry of Health, Universities, Research Institutes, international partners and other interested groups working with the IIfPHC-E. The Senior Research Officer (Senior Research Advisor) will lead and catalyze development of PHC research priorities for generating better policy options that will improve PHC in Ethiopia. This Position will liaise with global, regional and local officials, implementing partners and IfPHC-E staff/leadership in areas of research plans and engagements.
Scope of Work
· Lead the design and implementation of PHCresearch and intervention for PHC systems and programs
· Compileuseful data from research literature, surveys, census data and expert interviews to identify the expected impact of policy changes
· Help define evidence-based recommendations for improved policy vision and help formulate evidence-based strategy solutions for the government
· Engage in high quality research activities that would generate meaningful input to the PHC program
· Write reports and give presentations on his/her findings; develop policy briefs, technical documents, presentations and articles relevant to PHC policy input
· Support national and global policy analysis on primary health care, systems, programs including maternal and child health reproductive health child health etc.,Universal Health Coverage and researches in addressing health inequalities.
· Advise the Ethiopian Government Institutions such as Ministry of Health and its agencies, to provide technical leadership in prioritized research agenda intended for policy and strategy input
· Support and engage in research resources mobilization effort of the institute for strengthening PHC approach including demonstrating and scale up of innovations on PHC
· Support annual work planning, and quarterly and annual reporting through stakeholder consultation, work planning in relation to research and evidence-based PHC practices.
Duties and responsibilities:
· Lead the research agenda/planning, strategy and program of the Institute in consultation with the Executive Director of the Institute
· Actively look for resources for the Institute’s research and related programmatic activities through writing collaborative proposals and application for grants.
· Provide support and guidance to the research activities of the Instiute and strengthen the capacity of the research team
· Design and implement research capacity building for the institute and partners
· Advise the Executive Director on emerging research areas and Institute’s directions and engagements
· Codify, document and share best practices and cross-context learning and collaborate in ensuring program relevant researches are conducted
· Work with target country program colleagues to help analyze data that inform periodic review and course correction as-needed
· Work closely with international partners including UN agencies to co-implement researches activities, innovations and related engagements
· Attend targeted conferences and develop specific publications (issues papers, technical documents, presentation and peer-reviewed articles relevant to advancing PHC)
· Review technical quality of proposals and research protocols, including review of technical strategies, interventions and activities for which the institute is interested to co implement projects/programs
· Update the Executive Director and the staff in regards to the Institute’s activities related to research undertakings
· Possess qualitative and quantitative analytical skills to research
· Has up-to-date knowledge of current policies, strategies, practices in relation to Primary Health Care and the Health Sector Transformation Plan of Ethiopia and related global initiatives
· Strong interpersonal verbal and written communication skills and ability to facilitate collaboration.
· Proficient in Microsoft office (Outlook, Word, Excel, Power point) and quantitative and qualitative software
· PhD in public health with medical training preferred
· A minimum of 10 years’ experience in public health research after graduate degree
· Demonstrated Experience in peer-reviewed publications (at least 8 publications in peer reviewed journals) and reviewing proposals and reports
· Demonstrated contributions in the health system and professional networks
· Able to work with multi-cultural and multi-disciplinary teams
· Highly organized and detail oriented
