OUR TEAM
The Programme Quality Team (PQT) will be accountable for ensuring that programme design, management, monitoring, review, evaluation and reporting processes meet Oxfam Minimum Standards for Programming and CAMSA guidelines. The team will include monitoring and evaluation and ensure compliance with all external and internal (to Oxfam) quality and contractual obligations of Oxfam in Ethiopia may have. PQT will occasionally constitute an Internal Audit Team to assess and rate country compliance with internal standards, systems and procedures.
JOB PURPOSE
The Programme Quality and Learning Manager will be responsible for ensuring that our programmes and the ones implemented with the organisations with whom we work, are able to deliver programmes that meet Oxfam minimum standards by conducting partner assessments and managing the subsequent capacity building plans. Working under the Programme Director and in collaboration with the Partner Capacity Building Sr. Officer, the role will have a strong focus on strengthening the capacities on monitoring and evaluation. The Programme Quality and Learning Manager will work closely with the Programme Managers to ensure that the teams have the necessary organisational and technical capacity to deliver against contracts. This role is also responsible for developing and coordinating the implementation of comprehensive MEAL system to enhance our ability to demonstrate the impact of our long-term development programme needs and humanitarian response in Ethiopia.
