Objective
The objective of deploying skilled Technical Assistants in large regions and low performing zones is to support the COVID-19 response, implement routine immunization improvement roadmap for improved planning and monitoring of immunization services to strengthen the immunization service delivery systems, and improvement in immunization coverage and equity through quality technical assistance, continuous capacity building, supportive supervision, monitoring of implementation, and enhancing accountability.
Purpose
Technical Assistants at subnational levels are needed to support the governments in responding to the COVID-19 pandemic, monitoring to ensure continuity of routine immunization services at PHC level during COVID-19, and supporting planning and monitoring of preventive measles and other vaccination campaigns. Technical Assistants are also required to ensure that the implementation of routine immunization improvement roadmap continues uninterrupted.
Overall the support will include participation in COVID-19 response planning and monitoring, monitoring of continuity of primary health care services in the respective areas, and providing supportive supervision to the field staff for continuing primary health care services. The support also needed to ensure the continuous implementation of various components of the roadmap. These components include identification of underserved/high-risk communities and their inclusion in equity-based micro plans at woreda and PHC levels, monitoring of immunization sessions, rapid convenience surveys for concurrent assessment of the coverage, data quality assessment, on-job training for service providers through supportive supervision, ensuring the availability of immunization supplies and cold chain functionality, planning for community engagement for improving demand for service utilization, etc.

The position will work under the direct supervision of UNICEF health officers in the Field offices under the overall guidance of Immunization team at UNICEF country office and will work directly with EPI focal person of the Zonal Health Department (ZHD)/Regional Health Bureau (RHB), on day to day basis.
Scope of Work
The Technical Assistant will provide technical support to the designated level (ZHD/RHB) and below to support COVID-19 response, improve immunization coverage through close monitoring and to address the equity issues and strengthening immunization systems and program monitoring.
Key Tasks
Education: Health Professional (BSC in public Health/ Health Officer with Public Health Experience). Master’s in public health is an advantage.
Work Experience: professional work experience of at least five years in the planning, management, monitoring, and evaluation of health-related programs. Experience of working on EPI at the sub-national level.
Languages: Fluency in English is required, and knowledge of the main local language of the assignment area is mandatory
