Project Officer- WASH

The purpose of the Project officer/ WASH officer position is to effectively implement the assigned project component activities. He/she oversees the proper implementation of the WASH component of COVID – 19 response in collaboration with other team members of the project. He/she is also responsible for coordinating project planning, implementation, budget preparation, reporting and so on.
RESPONSIBILITIES AND TASKS:
Planning, Monitoring, Implementation:
§ Participate in all project components such as water supply, women empowerment, environmental protection and hygiene and sanitation,
§ Engages in implementing the project activities in accordance with project design implementation plan and other interim plans;
§ Participates in the development of a detailed implementation plan with staff and partners/stakeholders;
§ Ensures that each program component of the project are interlinked and integrated with other CARE sister and other agencies interventions for sustainability and greater impact
§ Coordinates support to development and consolidation of community plan and linkages with Woreda level development plans and makes sure each of the facilitator has the plan for her/his respective working area broken down on quarterly, monthly and weekly basis;
§ Supports review of and, feedback to the Woreda consolidated activity plans
§ Ensures that all project interventions are carried out with full participation of the community members specially women and marginalized groups;
§ Ensures that the planned activities are implemented as per the implementation schedule set, required quality and quantity, and in accordance to the programming principles of the organization;
§ Ensures that safety net resources transfer are effected on time and as per the preset procedures for the safety net program participants.
§ Participates in woreda steering committee meeting along with WTLs and proactively identify issues and provide feedbacks,
§ Makes sure that project activities are performed in line with the work plan;
§ Participates in project development, implementation, monitoring and evaluation
Capacity building and Technical support:
§ Facilitates community institutions capacity assessments and foster/negotiate mechanisms for their involvement in the project alongside government partners;
Reporting, Documentation and other activities:
· Ensures that summary of meetings, seminars or workshops attended by project staff is written, well documented and shared with others;
· Together with the Project Team leader, compiles monthly, quarterly and annual reports for government and other partners;
· Together with the Project Team leader, properly documents the achievements and lessons of the project activities and disseminate to partners.
Networking and Capacity Building:
· In close consultation with the WASH technical advisor , liaises with relevant government institutions, counterparts, NGO and CBO partners with the objective of effective implementation of the project activities;
· Ensures an effective on-going support to local partner NGOs and CBOs;
· Establishes an effective working relationship with government, non-governmental and community based organizations;
· Keeps herself/himself updated about recent developments in assigned technical area and related issues;
· Identifies training and other institutional development needs of partner organizations in order to implement effective development programs;
· Arranges training, workshops, seminars, study tours and experience sharing visits that are related to the needs of partner organizations.
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
BS
§ BSc Degree in water resource engineering, environmental health science or related educational background.

B) EXPERIENCE
Required:
§ 5 years of work experience in humanitarian project implementation and coordination and also project monitoring and evaluation preferably in NGO setting.
Desired:
§ Actual grassroots experiences, working with communities and CSOs in the WASH sector.
Required:
§ Computer skills;
§ Technical knowledge in area of expertise in WASH humanitarian response
§ Excellent verbal and written communication skills;
§ Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, inclusion of persons with disability and participatory approach and sustainable development.
Desired:
§ Training and facilitation skill.
