BACKGROUND
The Ethiopian Public Health Institute (EPHI) has received financial support from the World Bank for Africa CDC Regional Investment Financing project to strengthen regional infectious disease detection and response systems. EPHI is the technical wing for the FMoH re-established as an exciting and dynamic autonomous federal government institute having its own legal entity in charge of three main objectives as expressed in the regulation number 301/2013: 1) Research on priority public health and nutrition issues (based on national public health research agendas), generate, translate and disseminate scientific and technological knowledge; 2) Surveillance for the early identification and detection of public health risks and prevent public health emergencies through adequate preparedness, alert, timely information to respond effectively and timely and ensure rapid recovery of the affected population from the impact of public health emergency; 3) national laboratory services on emerging and re-emerging public health emergency threats including referral diagnostic, back up services and analytical tests and support the capacity building of health and food science laboratories at the national level for quality laboratory services. In 2018, the institute has established a National Data Management Center for health (NDMC) to transform its data systems, evidence generation and data use for public health emergency responses.
NDMC is responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing, access and use; process and manage data by applying robust data analytic technics, integration of datasets and apply data science to generate and synthesis evidence; and ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national continental and international levels; ensure relevant capacities are built at local, national and regional levels and to serve as canter of excellence.
In the project, the NDMC is responsible to support Africa CDC Regional Investment Financing Program (ACDCP) functions related to developing innovative interconnected and interoperable disease surveillance and reporting systems, network regional and continental partners and with Africa CDC and to build data analytic, disease surveillance and reporting, integrated data analysis, evidence translation, and database development and evidence synthesis capacities, digital platforms and data sharing , will also serve as a regional and continental information hub. For the effective implementation of these activities EPHI is looking for high calibre SENIOR PUBLIC HEALTH EXPERT with strong qualification and experiences.
The objective of this post is to ensure deployment of Senior Public Health expert. , who technically led the overall national, subnational and regional burden of diseases in line with the intended purposes of the project and will contribute to the success of the project as a whole. To this end, EPHI wants to recruit. A Senior Public Health expert who will technically lead data mapping, collecting, review and extraction, data standardization, heterogeneous burden of disease analysis, evidence generation and translation activities.
ROLES AND RESPONSIBILITIES
·Technically lead data mapping, collecting, review and extraction, data standardization for estimating burden of diseases at sub-national, national and regional levels
·Lead national public health emergency researches that uses secondary data
· Conceptualize and devise research strategies/ research themes
· Work with multiple epidemiologic and public health emergency data systems and platforms to harmonize data and support integrated heterogeneous data analyses
· Work closely with research institutes, academia and the health sector, with local and international collaborators to ensure methodological advances on disease burden estimation
· Apply advanced epidemiology and quantitative science to disease burden estimation
· Demonstrated experience in disease epidemiology of Ethiopia’s priority and health risk factors
· Coordinate burden of diseases collaborators from Ethiopia; research data source collaborators or networks, routine data source collaborators or networks
· Engage in competitive grant writing, negotiate with funding organizations, research institutes and individual researchers
· Able to facilitate and assist in mapping, centralizing, digitizing, manage and analyze existing and new data sources in the country
· Produce policy relevant findings from rigorous systematic reviews, in-depth analysis of studies etc.
· Assess the quality of different sources of evidence to facilitate health policy decision
· Coordinate evidence to policy translation forums and dialogues
· Develop evidence use tracking mechanisms at national and regional levels
· Coordinate burden of disease activities of the center/institute
· Develop plan, monitor and evaluate the progress of projects pertinent to disease burden estimation at local, national, regional and continental levels
· Collaborate with local institutes and experts collaborating on burden of disease study
· Coordinate dissemination workshops and conference having national, regional and continental focus
· Work closely with ACDC teams and Zambia team to share EPHI’s experiences on disease burden estimation
·Provide trainings on burden of disease priority areas
· Mentor trainees, junior staff and case team members
· supervise public health and post-doctoral fellows and data science trainees working on EPHI data
· Disseminate burden of disease findings in workshops, conferences, publishing in reputable journals, evidence briefs, media briefs,
·Write scientific manuscripts, technical reports, evidence briefs, guidelines, Standard Operating Procedures, protocols as needed
· Network with ministry of health, regional health bureaus and partners
· Facilitate evidence translation to health policy and decisions
· Represent burden of disease case team in conferences, meetings, workshops and others
· Perform other assigned activities as necessary
METHODOLOGY
· The senior public expert will work closely with the National Data Management centre (NDMC), Public Health Emergency Management ( PHEM), Lab capacity and Anti-Microbial Resistance (AMR) units and support Africa CDC Regional Investment Financing Program (ACDC),disease intelligence, developing innovative interconnected , interoperable disease surveillance and reporting systems
REPORTING
·The senior public expert will report to the NDMC Coordinator
· The senior public expert will base in EPHI/NDMC in Addis Ababa
CONTRACT DURATION AND REMUNERATION
·The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity.
·Salary will be based on the qualifications and experience and in accordance with EPHI’s contract salary scale.
· PhD in Public Health/International Health/Global Health
· Background in health sciences,
· Demonstrated 8 years research experiences
Desired Skills and Experiences
· Ability in conceptualizing, devising and leading national epidemiological research, research strategies/ research themes
· Ability to work with multiple epidemiologic research data systems and multiple data teams
· Ability to work with research institutes, academia and the health sector, with local and international collaborators
· Demonstrated ability in advanced epidemiology and quantitative science
· Demonstrated experience in disease epidemiology of Ethiopia’s priority and health risk factors
· Demonstrated experience in designing different types of surveys and research programs, research proposals and protocols,
· Ability to supervise junior researchers, data managers, data analysts and different data sources
· Be familiar with local and international research ethics
·Be able to provide substantial contribution in the scientific advisory committee, research technical working groups and others
· Be able to use statistical software such as STATA, SPSS or R etc.
·Ability to coordinate burden of diseases collaborators from Ethiopia; research data source collaborators or networks, routine data source collaborators or networks
· Demonstrated research communication and interpersonal communication skills
·Experience working with existing health policies, strategies and plans of the country
· Ability to coordinate research workshops and conferences
