The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.
Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Packing and Dispatch Officer.
The packing and dispatch officer will contribute to the implementation of electoral programs and processes in one or more of the following areas, as required: planning and budgeting, including field operations, logistics, civic and voter education, administrative support. S/he will also provide technical and logistics support to the relevant NEBE’s Regional Offices and relevant electoral operations.

Duty station: NEBE Head Quarter, Addis Ababa
Duration: 12 months with a possibility of extension
Salary: Attractive (Non Civil Service Scale)
Expected Start Date: Immediately after obtaining the contract
Major Responsibilities
· Assist in drafting the national logistics plans for each electoral operation and activity including voter registration, voter education, recruitment and training as well as Election Day with particular focus on the deployment and retrieval of electoral materials, equipment.
· Facilitate and support the logistics coordination of electoral activities and operations;
· Receiving election materials, inspecting, arranging, placing for packing, make ready for dispatching materials at NEBE Warehouse;
· Prepare the required manpower plan pro-actively;
· Updating the warehouse documents on time;
· Prepare packing and dispatching plan;
· Prepare weekly, monthly warehouse report;
· Prepare dispatching documents (way bill, packing list.);
· Organize packing activities based on packing list and predefined packing plan;
· Pack and dispatch election materials to all regions as per the plan;
· Assist the NIBE field office in establishing and implementing a storage and supply chain tracking system on electoral materials and equipment as well asset management system;
· Support NEBE warehouse staff with the implementation of packing and repacking of electoral material for the different phases of the electoral operations;
· Provide technical advice to and support the NIBE with warehouse management;
· Support in providing information on reporting logistics, operations and support activities;
. Properly wrap, pack & secure materials in cartons for safe interstate transportation;
. Load & properly secure items for transportation & unloading;
. Mark & label containers, container tags or products using marking tools;
. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees;
. Availability after hour, on-call staff in response to requests for assistance in emergency situations in accordance with established departmental procedures and policies;
. Ability to determine when calls should be held for cross beat dispatching versus calls that have priority;
. Segregation and marking of wrong products on the basis of information provided on the invoice;
· Perform other related duties as required;
· Bachelor’s Degree in procurement and logistic, supply chain management or a related field
· Minimum of 3 years of practical experience in logistic and logistics support activities, Inventory, asset and warehouse management, Logistics and supply management area
· Positive attitude and approach to role and team at all times
· Picking and packing experience.
· Ability to remain highly organized while handling multiple tasks under tight deadlines
. Must possess a valid Driver's License
. Willingness to adhere to all principles of confidentiality
. Conduct self with integrity and function ethically
. Effectively communicate with others orally and in writing
. Proficient in the use of radio system, radio computer, computer aided dispatch system, mapping computers, weather radio
. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
. Responsible for operating a communications console and related equipment
· The ability to work in a team, within a productivity range, and contribute positively to its activities
· Proficiency in English and Amharic required
