In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.
Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.
WASH Officer is responsible to assist in the design, implementation, monitoring and evaluation of WASH interventions in emergency and recovery context. It will proactively engage in increasing the usage of safe drinking water sources through supporting the construction and rehabilitation of water-schemes within communities and schools, establishment of community water-committees to ensure community participation and sustainable ownership, improving standard and access of sanitation facilities within communities and schools.

Accountabilities and MAIN WORK ACTIVITIES
Accountabilities
Facilitate the development of WASH work plan based on the project document, in consultation with relevant Plan staff and appropriate woreda stakeholders.
Conduct sensitization of the project objectives and results to the woreda concerned government sectors, kebele & community leaders, beneficiaries and other relevant stakeholders.
Organize the necessary field work to carry out water source selection from ground water or surface water in collaboration with woreda health, water and other sectors and the community.
Carry out the design, detail plan and construction of water supply schemes, including source development, storage, pump and treatment, pipeline distribution for new WASH schemes or rehabilitation of existing systems in consultation with relevant Plan staff, appropriate Woreda stakeholders and the community.
Preparing WASH project tendering documents and closely supervises any project implementation implemented by contractors.
Facilitate the selection, design and implementation of the most appropriate sanitation facilities in consultation with the Woreda health, water, education offices, institutions and target community with child and people with disability friendly service.
Facilitate effective Hygiene promotion messages and activities that address key behavioural practices and are targeted for all user groups, representatives from these groups participate in planning, training, implementation, monitoring and evaluation.
Organize and closely manage water trucking which include stipulate target community, select appropriate source selection, survey the route from the water source to the point of distribution, and identify the most appropriate means of transport and methodology to deploy it in collaboration with the Woreda stakeholders, kebele leaders and the community.
Conduct frequent monitoring of project implementation.
Ensure timely implementation of project M&E activities including regular review meeting, midterm review, and final evaluation in close collaboration with the PA M&E team.
Monitor water quality test and treatment at water trucking distribution centers, storages and water sources in coordination with Woreda water and health offices.
Ensure the establishment and training of village WASHCOs and caretakers in collaboration with the woreda water and health offices.
Equip the capacity of the WASHCOs and caretakers through providing pipe and pump tool sets, supportive follow up and on job refresher training.
Strengthen the woreda water and health offices capacity to properly undertake water quality test, treatment and monitoring.
Work closely with Country office and program area relevant technical WASH staffs, the project staff particularly with the nutrition, logistic, finance and HR.
Take special responsibility to facilitate participation of women, children and community at every steps of the project design/planning, implementation and monitoring cycle.
Ensure the mainstreaming of children and people with disability needs in the emergency WASH project services.
Ensure effective and efficient management of the project WASH activity budget including review, monitoring expenditures, and implementing cost control measures.
Ensure quality and timely reporting and documenting of project activity including preparation of monthly, quarterly, biannually and yearly project progress report.
Under the support of the Country office and Program Area (PA) produce concept notes and proposals to the development of new WASH emergency project.
Dealing with Problems:
The operational area is chronically food insecure and highly vulnerable to water borne communicable diseases and malnutrition. This deep rooted poverty can be alleviated through multidimensional program initiatives to become recurrent drought affected people resilient from this challenge. There is also chronic problems/challenges associated with water scheme sustainable management, water safety and in equality.
Hence, it require to resolve challenges occurring in WASH sector in general during planning, implementation and monitoring of emergency WASH project cycle management by thinking and doing differently.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted
Technical expertise, skills and knowledge
Educational Qualification and Experience:
Bachelor of Degree in Sanitary, Hydraulics Engineering and related fields from recognized university with at least 4 years relevant experience in Water supply and sanitation development and Hygiene out of which a minimum of 2 years’ experience in emergency WASH response project in an NGO.
Demonstrated experiences in the management of (feasibility study, design, construction, supervision, etc.) of water supply and sanitation projects.
Experience in contract document preparation, negotiation management, and development of bid document, Bill of Quantity and specification, as well as supervision of administrative of projects.
Knowledge:
Proficiency in computer skill and use of relevant software and other applications
Knowledge of the water, sanitation, and hygiene interventions
Knowledge of project cycle management and right based community development programming
Knowledge of effective participatory Monitoring, Evaluation and lesson learning systems and in the process of project cycle management.
Languages required:
Excellent oral and written communication skills in both Amharic and English
