The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.
Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Civic Education and Quality Management Expert.
The Civic Education and Quality Management Expert supports the NEBE to identify priority objectives in developing its civic education and quality management strategies and campaigns, underscoring the importance of broader democratic participation, inclusivity in the democratic process, as well as key election-specific information and messages. She/he Supports the NEBE and relevant stakeholders to plan civic education & quality management activates through both mass media and local initiatives. She/he ensures in identifying key performance indicators capable of demonstrating achievements in assisting the NEBE to successfully implement a goal-oriented civic education & quality management strategy.

Duty station: NEBE Head Quarter, Addis Ababa
Duration: 12 months with a possibility of extension
Salary: Attractive (Non Civil Service Scale)
Expected Start Date: Immediately after obtaining the contract
Major Responsibilities
· Provide advice and support the NEBE to formulate an official civic education & Quality Management strategic plan as a means to implement identified objectives and to effectively communicate key messages to the electorate at-large;
· Develop targeted civic education strategies to communicate civic and voter education messages to women, as well as to marginalized groups that may have special information needs;
· Ensure implementation of civic education activities; advise and assist as necessary;
· Develop a strategy to maximize cooperation (including through training efforts) and the delivery of civic and voter education campaigns;
· Provide advice and support to develop civic and voter education materials that meet the information needs of different target groups;
· Ensure the development of a budget for civic education & Quality Management activities.
· Produce regular evaluative reports, Deliver project reporting and progress updates drawing on agreed indicators, narrative and analysis, to adapt strategy and implementation as and when necessary;
· Produce detailed protocols and SOPs regarding advice provided to NEBE;
· Develop monitoring and evaluation tools and to hold lessons-learning exercises to regularly review its civic and voter education activities and strategies.
· Act as a mentor to the NEBE’s voter education officials to provide on the job training to effect a transfer of knowledge and skills;
· Performs other electoral tasks at the request, ad hoc.
· Master degree/BA degree in law, political science, human rights, or other related field.
· BA degree with 5 years’ and for MA Degree with 3 years’ work experience in electoral domain, or civic education quality management related positions or relevant experience.
· Understanding have and knowledge on mass media technology, demonstrated knowledge in working with civil society and NGO partners in conducting media and advocacy campaign.
· Knowledge of technical and programmatic, in particular in the in developing countries, the experience acquired in the field of multilateral or international missions being privileged.
· Substantive knowledge and experience working in the electoral support and democratic governance.
· Communication and interpersonal skills required for collaboration with election administration as well as various electoral stakeholders.
· Ability to prioritize work and produce the required outputs in the given timeline.
· Ability to advise effectively, mentoring as well as conflict resolution skills.
· Excellent training and presentation skills.
· Excellent drafting and analytical skills.
· High proficiency in verbal/spoken and written English.
