The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.
Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Media Accreditation & Monitoring Expert.
The Media Accreditation & Monitoring Expert is expected to provide the Communication Manager with advice on the interpretation of the findings. She/he will follow up, support the NEBE and in particular the Communication Department in establishing and implementation of the Media Monitoring Programme plan.

Duration: 12 months with a possibility of extension
Salary: Attractive (Non Civil Service Scale)
Expected Start Date: Immediately after obtaining the contract
Major Responsibilities
· Monitor the coverage of the political campaign in the election by the mass media;
· Decide on complaints that allege unfair reporting or coverage of the political campaign in the election or other violations of this regulation or the Code of Conduct
· Advise the relevant institutions on all aspects of the Media Monitoring Programme;
· Support the coordinate the work of the Media Monitors;
· Development and build the media monitoring capacity of the Insight Consulting Group;
· Ensure that reports of the main items pointed out by the Media Monitoring Programme are communicated to the Media Communication Department;
· Advise on tracking, researching and analysing information in the media on the electoral process, the election campaign in the media and the voter education;
· Support the organization in charge of the Media Monitoring Programme in assessing the tone of the political debate, including recording any statements, such as hate speech that could violate the code of conduct or any other relevant legislation;
· Ensure that periodical briefings to the Media Commission are given on a regular base;
· Provide the Media Commission with regular reports on the analysis of the media monitoring findings;
· Provide a final report on the media monitoring findings of the Insight Consulting Group
· Undertake assessment of the NEBE media monitoring capacity and propose solutions for sustainable management;
· Capacity assessment of the Public Relations Department in respect to media monitoring
· Facilitate a consultation process on the draft regulations with stakeholders and based on the feedback submit the final version of Media Regulations;
· Development and implementation of a media monitoring methodology and design;
· Undertake training of the NEBE staff on media monitoring including development of training materials
· Perform others professional tasks as requested.
· Bachelor’s Degree (or equivalent) in any of the following areas: Communication, Journalism, Media, Law, Literature, Public Relations, Development Studies, International Development or any other relevant university degree.
· A relevant Masters’ degree would be an added advantage;
· BA degree with 5 years’ and for MA Degree with 3 years’ work experience in monitoring media in the coverage of elections and related activities;
· Proven experience in analysing and interpreting media monitoring data using relevant software;
· Experience in democracy and electoral processes.

· Experience in developing media monitoring initiatives;
