The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.
Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Monitoring and Support Expert for Regional Office.
The Monitoring and Support Expert for Regional Offices is expected to assist in mediating the regional offices with the head office. She/he is expected to monitor and support the regional offices in the implementation of their duties and responsibilities in a timely and effective manner. She/ he is expected to facilitate the necessary resources for the regional offices in consultation with the Regional Office Coordination Head.

Duty station: NEBE Head Quarter, Addis Ababa
Duration: 12 months with a possibility of extension
Salary: Attractive (Non Civil Service Scale)
Expected Start Date: Immediately after obtaining the contract
Major Responsibilities
· Implementation of the NEBE programme under the Regional Offices in consultation with the Regional Office Coordination Head, establishment of management targets and monitoring achievement of results in full compliance with the annual work plans and sub programme documents.
· Provide effective management support to ensure smooth operations of the regional offices.
· Work closely with finance and procurement officers of the regional office and provide the necessary support from the head office.
· Provide effective support in constant monitoring and analysis of programme implementation, assessing risks and timely readjustment of work plans in coordination with the NEBE comprehensive plan.
· Ensure regional offices are getting the necessary support to implement their duties and responsibilities.
· Ensure that there is proper planning, expenditures tracking and audit of financial resources in compliance with NEBE rules and regulations
· Ensure close monitoring of the budget execution
· Monitor the necessary reports, including financial statements are prepared and reported to the head office.
· Coordinate and support implementation of activities with the necessary administrative and technical experts/staffs.
· Compile the regional offices report and submit to the Regional office coordinator.
· Perform any other duties assigned by the supervisor.
· BA degree with 5 years’ and for MA Degree with 3 years’ work experience in program planning, budgeting and management is required; Degree in specialized field of Business Administration, Sociology, Community Development, Public Administration, and technical experience in Management of program is desirable.
· Excellent verbal, writing and presentation skills.
· Computer proficiency in MS Applications including Excel, MS Word and Power point.
· Excellent communication and interpersonal skills; Proven ability of working as part of a multi-disciplinary team.
· Ability and willingness to gain a basic understanding of project technical approaches and strategies as it relates to program management.
· Ability to interact skillfully and diplomatically with stakeholders.
· Willingness and ability to travel outside duty station
· Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
· Comfortable with a team approach to programming and ability to manage several major activities simultaneously.
· Ability to work proactively, organize and manage own work and assist others to do the same.
