TERMS OF REFERENCE
FOR A NATIONAL CONSULTANCYSERVICE TO REVIEW PUBLIC HEALTH LEGAL FRAMEWORK IN ETHIOPIA
Introduction
Housed within Vital Strategies, Resolve to Save Lives (RTSL) is a ground-breaking 5-year global health initiative that aims to save millions of lives by reducing preventable deaths from cardiovascular disease and to prevent infectious disease epidemics. The Prevent Epidemics Team provides technical assistance to at-risk countries directly or through partners and mobilizes resources to build national capacity to prevent, detect, and respond to epidemic threats.
Analysis of available Joint External Evaluation (JEE) results indicates that many countries have 'no' or 'limited' capacity in the National Legislation, Policy, and Financing technical area. To improve their preparedness and become less vulnerable to epidemics, these countries need to assess their legal framework to implementInternational Health Regulations (IHR) and identify adjustment needs. RTSL works with several countries worldwide to analyzethe selected country's health security measures legislation against IHR requirements.
Ethiopia participated in the JEE process in 2016, and the JEE country report identified several gaps. It recommends a broad change in legislation to support national health surveillance and response. Also, it calls for legislative revisions for several GHSA target areas, such as antimicrobial resistance, biosecurity, and biosafety, zoonotic diseases.
RTSL supports the Ethiopian Public Health Institute (EPHI) in the area of epidemic preparedness and response. One of RTSL country's strategic objective is assessing the existing legal framework and developing a responsive legal framework in line with the International Health Regulations (IHR) and with the evolving roles and responsibilities of EPHI with regard to emergency management, research and development, national laboratory system, work force development, notational data management and others.
Hence, it is vital to have a comprehensive legislative assessment covering all IHR and the above mentioned EPHI’s roles and responsibilities related legal and regulatory aspects. Therefore, RTSL would like to recruit a competentconsultant to undertake this assignment.
