BACKGROUND:
The Agricultural Transformation Agency (ATA) was established by the Government of Ethiopia in 2010. With the support of the Bill & Melinda Gates Foundation, the ATA has been identifying and addressing systemic bottlenecks and interventions at the Ministry of Agriculture (MoA). The ATA does this through planning, analysis, implementation support, and reporting on policy reform thematic areas and systemic interventions as articulated and prioritized by the MoA in its 10-year perspective plan. The ATA has been assigned to design those policy implementation plan, socialize with all key stakeholders, coordinate and lead studies and detail policy framework interventions. The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.
Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading several implementation projects. Our headquarter is in Addis Ababa, and we have regional offices in Oromia, Amhara, Southern Nations, Nationalities and People, and Tigray regions, allowing us to work closely with a wide range of public, private and development partners across the country.
ATA has launched a Delivery Unit in the Ministry of Agriculture (MoA) to directly support MoA’s work on the policy studies and manage systemic interventions through planning, reporting, project management and technical and strategic analysis. Delivery Units have played a critical role in accelerating execution of development and policy initiatives in many countries, particularly in East and Southeast Asia, and today are also present in many institutions in Ethiopia. The Delivery Unit will be jointly overseen by the Minister of Agriculture and ATA senior management. The Delivery Unit team plays a highly visible and pivotal role in accelerating agricultural transformation and development in Ethiopia.
POSITION SUMMARY:
The Delivery Manager leads planning and execution effectiveness; coordination of teams; tracking and monitoring of performance; reporting and escalation; problem solving and capacity building within the Ministry. The Delivery Manager will oversee the Sr. Data and Reporting Officer, and the Sr. Associate, who will work directly with the Policy and Systemic Intervention teams within the MoA to ensure meaningful planning and implementation; continuous monitoring and tracking of performance; timely and accurate reporting, and rigorous and practical problem solving and capacity building. In addition, the Delivery Manager will lead the provision of analytical support to senior leadership on high priority requests, including trend analysis, strategic planning and policy analysis.
The Delivery Manager will serve as strategic thought partner to MoA’s leadership. He/she will work closely with the Minister, State Ministers, and others to coordinate and derive deliveries. The Manager reports to the Head of the Delivery Unit and to the Minister’s Office.
