KEY RESPONSIBILITIES: Key Activities/Responsibilities General ¨ To organise all logistics processes, including store keeping and warehousing, transport, as well as the related administrative procedures, for VIS operations. ¨ To supervise and support Warehouse keeper, Logistics Assistants and drivers. Be responsible for performance management and development. ¨ To implement and monitor logistics systems, in accordance with VIS policies and procedures. ¨ To establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters. ¨ To report monthly on all logistics activities to the Country Administrator. ¨ In case of war, civil disturbance or arbitrary malicious intent, in consultation with the programme manager, to safeguard vehicles, communications and other capital equipment, either by disabling it, hiding it, or by driving it to safety, under the condition that this effort does not jeopardise the personal safety of any staff involved.
Procurement and storage: · To supervise and undertake the procurement of items and services based on authorised requisitions, in line with VIS procedures.
Transport and communication: · To regulate the use of vehicles and communications equipment. · Supervising and planning vehicle allocation in order to optimally serve the needs of the programme. · Monitoring the fuel consumption of VIS vehicles and the skills of the drivers.
Performance management: · To clarify job descriptions for logistics staff and provide training when necessary in order to build capacity. · To instruct and supervise logistics staff under your line management. · To give advice to the manager concerning the job performance evaluations of logistics staff. · To manage and supervise on a daily basis the Warehouse keepers, Logistics Assistants and Drivers.
Administration: · To ensure that the proper administrative procedures and standards for order follow-up, ordering, stock keeping and dispatch are followed. · To keep a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents.

SKILLS AND COMPETENCE:
Key Competencies
Essential
· Degree in Supply Management, Management, Accounting or related disciplined with 5 years’ experience in procurement/supply management. A combination of relevant training and experience may be considered in lieu but not vice versa.
· Previous experience (at least 5 years) with INGOs in emergency sector.
· Previous experience in producing high quality reports
· Experience and/or demonstrable knowledge of logistics, procurement and supply chain management
· Proven ability to manage competing tasks and to prioritise and produce high level output consistently
· Excellent interpersonal skills and ability to work on own and within multi-cultural teams
· Excellent computer skills (to include experience in computerised finance processes) and ability/preparedness to quickly learn new systems and software.
