Job Purpose
The job holder is responsible to lead and oversee the day- to- day transport and logistics functions in the region under the line management of the area coordinator and technical supervision/support from country office. The jobholder is responsible for the delivery of efficient and effective logistics support for all programs in the region while adhering to both Concern and Donor procurement policies along with strict adherence to internal finance procedures.
Main duties & Responsibilities:
Transport Management
Coordinate daily and weekly transport movement plans; organises and follows up their daily implementations,
Monitor office vehicles service and repairs maintenance schedule and ensure the service and repair works are in line with Concern transport policy
Maintains and updates hard and soft copy of records and files related to vehicle maintenance and other operations,
Review vehicles service and maintenance invoice and verify the invoice is in line with service agreement labour rate
Monitor logbooks and vehicles charge sheet of Drivers on a weekly basis; compiles and submits monthly report of maintenance cost summary, fuel usage, personal mileage and KM analysis and submit with recommendations to line manager
Ensures that office vehicles are checked annually in accordance with Ethiopian traffic regulations and all drivers have valid driving licences and conducted eye test as required,
Supervises the maintenance of high standard of Health and Safety within the working environment; ensures that the no-smoking and no gun policy is upheld within all the vehicles and parking area.
Coordinates the schedule and efficient re-fuelling of vehicles that takes into account the interest of all parties involved; i.e. vehicle users, Drivers, stores and etc.,
Responsible to manage rented vehicle based on Concern Worldwide transport policy and framework agreement signed with suppliers.
Responsible for practical application of safety and security guidelines in the area of transport and warehouse compounds.
Logistics - Procurement, warehouse and asset management
Ensure for full compliance of procurement activities in line with the Concern procurement and finance policies, procedures, rules and regulations.
Coordinate, organize and prioritize incoming SRs- Supply Requests and manage the procurement based on its urgency and standard lead-time
Ensure Supplies request – SR tracker system is updated on regular base and as necessary produce consolidated SR status report for specific grants/project and share to the budget holders and other relevant staffs including area coordinator
Ensure for availability of prequalified vendor list for local Goods and Service procurements
Lead the coordination office procurement committee and ensure the committee are fully aware Concern’s procurement policy and procedure
Ensures that all Concern stores (including field based satellite stores) are maintaining appropriate stock management and accurate stock records as per Concern warehouse manual and procedures
Prepares monthly and quarterly stock reports and share to the stock owners/programs
Carryout periodic field visit to ensure that materials in project stores are properly managed according to laid down procedures and undertakes random stock checks.
Follows-up timely renewal of warehouse/office rental and supply contract agreement,
Undertake quarterly fixed asset verification and annual stock counts for all warehouses in the region in collaboration with pertinent Systems and Finance staff
Financial management
Contribute to the planning & preparation of transport annual budget & revision
Monitor the budget utilization of transport operation budgets to ensure efficient utilization of allocated resource
Human Resources
Participate in the recruitment of drivers and other transport and logistics staff
Coach and support transport & log team
Supervises and monitors the performance of all directly supervised staff; evaluates their performance against Performance and Development Review (PDR) and undertakes periodic assessments staff performance improvement.
Security management
As part of region’s SFG security focal group, ensure staff are adhere with Concern’s security management policy including SOP’s standard operating procedure
In the absence of the area coordinator, act as a focal point for security incident reporting and raise any potential security threats that could affect staffs and the organization
Gender

University Degree in Procurement & Supply chain Management, business administration or other related field of study
Minimum 3 years of related experience at similar level
Ability to multi-task
Strong leadership, coordinating, communication and reporting skills
Good knowledge of institutional donors’ procurement rules and policies
Excellent knowledge of basic computer applications
