In Ethiopia: The presence of Amref Health Africa in Ethiopia dates back to the 1960s with extended services by the Flying doctors services. In 1998, it was registered as AMREF, Resident International Charity (NGO) and opened its project office in Addis Ababa. It remained a project office until 2002, when it became a fully-fledged Country Program. Amref Health Africa in Ethiopia delivers programs on: Maternal health, Child health, Water, Sanitation, and Hygiene (WASH), Communicable diseases, Clinical Outreach services, Emergency Nutrition, HEWs and Midwives Training and Operational Research. The training and the clinical outreach programs are implemented nationally across all regions of the country.
Amref Health Africa in Ethiopia designed the project entitled Reduce the negative impact of COVID on GBV in Zone 4, Afar, Ethiopia to contribute to the effort towards reduction in the occurrence and the effect of Sexual and Gender Based Violence (SGBV) on women’s health outcomes in Afar. The project is about to be implemented starting from January 1st, 2021 in three woredas of Zone 4 in Afar region, such as Gulina, Ewa and Teru districts.
The project will be implemented for a period of 12 months (from Jan to Dec. 2021), in integration with existing interventions of Amref in the region and in close participation with different sets of beneficiary partners/population such as collective right holders and collective duty bearers.
The right holder of this project are mainly adolescent girls and women of reproductive age including girls who are at risk of FGM are direct beneficiary of the project. Other community members including partners, parents, and societal actors who will be benefited indirectly will also take part.
The government, through the different sector bureaus mainly women and children affair, education, law enforcing bodies and health offices will be the collective duty bearers to ensure that the rights of girls and women are respected.
As to holding responsibilities, all project stakeholders and actors will have specific responsibilities to be followed on to achieve project outputs and outcomes. Government stakeholders, community organizations, religious and clan leaders, parents and partners will participate and engage in project activities planning, implementation. Community members beyond their participation they will also serve as change agents to influence other community members by strongly advocating for protection of girls and women from SGBVs at the time of COVID-19 and beyond. Through review meetings and joint site visits, they will review and evaluate project activities, and address gaps.
Moreover, Health Extension Workers mainly female and women development army will be the key player in the project implementation specifically in providing community level education, identification of victims of SGBVs, referral for counselling and other health services and to protection facilities. In addition, Employees of government stakeholders like at different levels will be actively involved in the project implementation.
The potential consultant is required to meet the following minimum requirements in order to qualify for the submission of his/her proposal:
· Previous experience in similar tasks or consultancies; applicants for bid must have experience in RMNCH and related projects/programs monitoring, evaluation, impact assessment and data collection methods
· Applicants shall have health related professionals with a minimum of Master’s degree in relevant fields (at least the team leader) to undertake the proposed assessment.
· Attachment of all supportive documents with the technical and financial proposal is required.
· Knowledge of the project area and knowledge of the local language will be considered a plus.
· The consultant should be a registered firm and whose license has been renewed for the current Ethiopian fiscal year.
