Max Foundation (MF) is a fast-growing non-profit organization created by the initiative of Steven and Joke Le Poole. They wanted to bring something positive out of the loss of their son Max. Our mission is to fight child mortality by providing a healthy start in life for as many children as possible in the most effective and sustainable way. Job Description
Develop and implement the MF monitoring, evaluation, accountability and learning (MEAL) strategy and approach
· Further develop and shape the MEAL strategy and approach.
· Develop and implement evaluation and learning processes.
· Develop and implement feedback loop in order to use learnings to improve programs (in close collaboration with program specialists
· Manage, coordinate, and reflect on M&E processes (e.g., baseline, end-term evaluation, annual reporting).
· Improve MEAL as part of programming and implementation through M&E capacity building and learning by identifying and organising e.g., trainings, M&E exchange visits, online thematic sessions, seminars and learning events.
· Review M&E tools and deliverables such as project monitoring framework and guiding document
· Collect, document and share lessons learned and recommendations with the Max Foundation management
Manage Monitoring Operations
· Manage, operate, and strengthen the field-based monitoring processes in close collaboration with Max Foundation’s implementing partner.
· Collect, analyze and visualize data from the field as well as triangulate own data with secondary data sources.
· Write periodic Monitoring, Evaluation and Learning Reports.
· Advice the Program Specialist and Max Foundation Management on how to improve the Programs.
· Visit the Max Foundation Ethiopia fields regularly to monitor field level implementation of the programs.
· Update & develop strategies, operational plans, manuals and action plans for Monitoring, Evaluation, Accountability and Learning.
· Standardize and update monitoring and data systems, as well as quality assurance.
· Prepare donor and other reports in collaboration with program specialists.
Capacity Development and networking
· Train the implementing staff of Max Foundation’s local partner NGOs on Monitoring, Evaluation, Accountability and Learning (continuous process);
· Guide and advice the field level Monitoring Officers and data collectors (continuous process).
· Serve as a focal person on data analysis, knowledge management, design of diagnostic studies, evaluations, and surveys.
· Raises MFE’s profile among sector stakeholders and donors and contribute to fundraising efforts.
Innovation and Learning
· Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project designs and improve implementation.
· Strengthen the Monitoring & Evaluation Framework and develop new indicators (based on new program designs);
· Maintain and expand Max Foundation’s network and develop partnerships with other Monitoring Experts in the sector.
· Support and engage with the country office in Ethiopia and headquarters in the Netherlands in the set-up and roll out of monitoring- and data- systems and protocols.
· Develop, test, validate and implement new, innovative tools for Monitoring.
· Contribute to proposal and programme development.
· Development of overall data dashboards and visuals, monitoring frameworks, tools and guidelines for the different programs.
· capture experience, knowledge, and evidence from MF’s work, organize this knowledge through effective management systems, promote uptake of the information through sharing, dissemination, and outreach mechanisms.
· Provides technical support to documentation, learning and dissemination efforts.
Leads efforts to document lessons from MFE projects, including research studies, preparation of case studies, and other means.
Education and years of experience:
· Master degree in Statistics, Project managemnt, M & E, Social Sciences, or equivalent studies.
· At least 4 years’ experience in a development organization of which at least 3 years in a senior Monitoring & Evaluation Position of any international /or reputed national NGO related to WASH and Nutrition.
· Experience in designing evaluations and monitoring systems, tools, assessments, and impact studies.
· Proven experience in working in consortia; multi country and multi partners – programs and international donors.
Knowledge, skills, and abilities
· Analytic and knowledge on how to organize data and maintaining dashboards;
· Interest and affinity with International Development – ideally WASH, nutrition and/or health;
· Knowledge of and skills in data analyzing computer software, including proven experience with Excel, Access and SPSS;
· New and creative ways of looking at data and being up to date on new data developments;
· Excellent written and verbal communication skills in English and Amharic;
· Strong logical and analytical skills;
· Flexible in regard to tasks, working hours and team roles;
· Proven experience with community-based, participatory monitoring;
· Physical, mental and social ability to travel to the field for 40% of the working time;
