Under the supervision of the MEL Director, the Data Manager responsible for a role in database design and data management, analysis and reporting in close collaboration with the MEL Team of USAID Family Focused HIV Prevention, Care and Treatment Activities and TA partners (Project Hope). She/he is responsible for producing regular high-quality data analysis products from the commcare application and from other sources as needed by project staff.
She/he responsible to develop data base applications, writing application manuals using software applications like DHIS, SQL,MS Access, excel, etc. in response to the project needs and building capacities of users, developed web-based application reporting system that can validate and clean collected data for program indicators periodically as needed for indicators that are not captured under the commcare or needed further data analysis to inform project staffs for further program analysis and inform program decisions .
The job holder will responsible, maintaining the program’s databases including: monitoring and optimizing databases designs, contents, structure and other management issues; performing backup and recovery of databases; managing databases users; taking appropriate measures to ensure security of data; recommending hardware and software upgrades to the databases server as needed.
The position holder closely works with TA partner in relation to Commcare application issues raised by IPs in terms of database access, user account, data cleaning access and improve data visualization.
The Data Manager support the Development of ISHDO data collection tools are in place to track activities, output and result level indicators and ensure that accurate, verifiable, and complete data (expenditure, MER and HFR) are reported to USAID and PEPFAR in a timely fashion from the implementing partners.
Job responsibility
Designing and developing database applications in response to program’s information needs (e.g. DHIS2, SQL, MS Access, MS Excel, EMR)
Installing developed applications, writing application manuals, Prepare / Update Data Management SOP and training/capacity building of M&E staffs ,Data clerks, program staffs as needed .
Automating data transfer from the Project database to PEPFAR database (DATIM) for program indicators
Developing a web-based reporting system that can validate and clean collected data for program indicators monthly
Automating tables/ graphs with updated data as per pre-set requirements
Maintaining the program’s databases including: monitoring and optimizing databases designs, contents, structure and other management issues; performing backup and recovery of databases; managing databases users; taking appropriate measures to ensure security of data; recommending hardware and software upgrades to the databases server as needed
Coordinating data management issues within the data users’ group through tracking, monitoring on regular bases HFR, MER and custom indicators and data visualization for the project targets and reporting.
Developing standardized programming, data quality checks, and data documentation procedures, by Supporting the development of quality improvement
Support the Use of commcare application /Unified data system electronic database for client level data entry, cleaning, record analysis and visualization etc to implementing Partners
Undertakes routine data quality assessments necessary for the program systematically
Designing and developing data analytics products to enhance project performance monitoring and promoting data use
Developing and ensuring adherence to policies for security and confidentiality of program’s identifiable health data
Monitoring staff compliance with confidentiality policies to assure that security standards are met
Designing systems to automate and create special maps from GIS and health datasets; using tools to combine GIS datasets and creating new information, investigating patterns and analyzing spatial data;
Undertake other related tasks and responsibilities as assigned by the supervisor.

Job Requirement
Required Education and Experiences
MS/BSc in Computer Sciences, Biostatistics, M&E or related field
3-5 years’ experience in systems development and Health Management Information System (HMIS);
Working knowledge of national HMIS, policies and strategies
Demonstrated experience database design using open source and proprietary relational databases and MS Excel
Demonstrated experience in implementation of open-source health data management tools
Proficiency in statistical analyses using SPSS, STATA, or SAS programming language▪ Demonstrated experience in GIS mapping;
Demonstrated experience in developing system for automated data transfer between DHIS2 and DATIM

Effective communication skills
Ability to work and deliver in teams
Fluency in spoken and written English and Amharic and local language knowledge in Oromifa is an advantage
