About Action Against Hunger
Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water, sanitation and hygiene, and food security and livelihood. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $50 million in programs, and approximately 1,700 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.
About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
General Assignment:
I. Summary of position
To ensure sound and transparent administration of funds by providing accounting and financial management consistent with the Action Against Hunger financial management framework and local legislation.
The Finance Head of Department –role’s purpose, engagement and delivery are:
Purpose
The Finance Head of Department will be responsible to adapt enterprise resource planning system and optimally aligns it with the organizations accounting policies and procedures.
Apply professional accounting concepts to the audit of account / or budget performance.
Engagement
The Finance Head of Department –will secure collaboration from colleague’s (country office and HQ’s) reflection understanding of business process needs and identifying areas of complementary interests.
Provide substantive input to the development of forecast, costing of activities and budgets.
Externally, s/he works closely with the donors/partners, tax authorities, audit firms and other government agencies.
Delivery
The Finance Head of Department will organize work outputs to support optimal delivery trough adapting accounting procedures and systems.
Analytical work is effectively organized and delivered with the organization established accounting procedures and professionally aligned to generally accepted accounting principles (GAAP).
II. Essential job duties
§ Creating the budgetary framework of the country office
§ Making financial and budgetary information available to other departments to facilitate the establishment of the country strategy
§ Producing high quality and timely financial and budgetary contributions to "proposals" and reports for funding bodies
§ Disseminating information about accounting procedures throughout the mission and ensuring they are observed the correctness of accounting and analytical entries
§ Timely forwarding of the monthly accounting bundle
§ Verifications of cash stocks and bank accounts according to Action Against Hunger regulations
§ Designing, promulgating and ensuring compliance with cash management procedures across the mission
§ The availability and safe keeping of the necessary cash
§ Adapting methods for cash transfer in the light of local conditions and security considerations
§ Monitoring the correspondence between cash forecast and the BFU
§ Anticipating treasury risks and resolving difficulties
§ Promulgation of and compliance with the financial rules of funding bodies and local authorities
§ Establishing the annual budget
§ Leadership in budgetary matters at mission level and steering the process of budget forecasting
§ Cost analysis and issuing budgetary alerts when necessary
§ Monitoring financial risks and issuing alerts when necessary
§ Providing the necessary materials for negotiations with funding bodies and producing documents to funding bodies and local authorities
§ Participating in the process of selecting partners and validating the financial risk analysis provided by the bases
§ Defining with partners the modes of financial and budgetary management in the framework of joint projects
§ Validating the financial and budgetary aspects of partnership conventions and agreements
§ Taking full advantage at mission level of all innovative practices in the field of financial and budgetary management in partnerships
§ Identifying risks of fraud and corruption in his/her field of competence and setting up preventive and monitoring mechanisms
§ Making his/her team aware of the risks of fraud and corruption
§ Alerting the Deputy Country Director Support and Country Director to cases of fraud and corruption and undertaking corrective action
§ Putting in place and monitoring recommendations arising from the day-to-day control and audit
§ The day-to-day management of his/her team (guidance, follow-up, motivation…)
§ Evaluating the performance and developing the skills of his/her team members
§ Management of the teams for which s/he is support/technical Manager

§ Technical supervision / advice to Field Finance Teams and directly managing Deputy Head of Departments – audit and compliance, budget and reporting manager

IV. Physical Demands
§ While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.
V. Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week in the duty station and/or areas of intervention/ during field visit. Must be available to work outside normal office hours or on the weekends as required. Must be able to travel as required for standard domestic (at least 50% of the time) and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
I. Required Qualifications and Professional Experience
§ Minimum of Master’s / BA Degree in Finance and Accounting / Economics
§ At least 6 years’ work experience in Finance managerial level ,
§ INGO experience is advantageous
II. Required Skills & Competencies
§ Sound experience in finances and management skills and knowing different accounting software’s
§ High level of integrity, discipline and professionalism; ability to maintain confidentiality of information and processes
§ Very good in both verbal and written in Amharic and English languages
§ Very good computer skills including Microsoft Word and Excel.
§ Highly organized, motivated, capable to learn and develop,
§ Able to work independently.
§ Willing to travel frequently to the field
§ High commitment to confidentiality
§ Team oriented, flexible and creative approach; keen to take initiative where appropriate.
§ Ability to provide or recommend solutions to problems; show flexibility to assume additional responsibilities
§ Outstanding interpersonal, communication and presentation skills, including the presence to deal effectively with diverse constituencies including senior management
