BACKGROUND
JSI Research & Training Institute, Inc. (JSI), a nonprofit public health management consulting and research organization, seeks a Technical Officer, Performance Management for the Children’s Investment Fund Foundation (CIFF)-funded eCHIS project in Ethiopia.
By scaling the electronic Community Health Information System (eCHIS) to 8,000 additional health extension workers (HEWs) in Ethiopia, JSI will leverage the power of digitally enabled performance management to improve the coverage and quality of primary health care services. The investment will help transform the health extension program in Ethiopia through improved use of data for robust performance management of HEWs, leading to improved health outcomes for mothers, children and adolescents.
Living Goods (LG), one of JSI’s partner organizations implementing the eCHIS project, will support and work in close collaboration with the Technical Officer, Performance Management. Living Goods has over a decade of experience in developing and implementing data-driven, digitally enabled performance management approaches (e.g. Setting targets, defining incentive structures, defining supervision approaches, etc.) for CHWs (Community Health Workers) in Kenya and Uganda.
OVERVIEW OF THE POSITION
The Technical Officer, Performance Management, together with the rest of the eCHIS technical team, will provide on-the-ground support to the Ethiopian Ministry of Health (FMoH) to assess the current Health Extension Program (HEP) performance management structures and processes and provide recommendations for how those structures and processes could be improved by leveraging the data and functionality of the eCHIS.
KEY DUTIES AND RESPONSIBILITIES
● Review performance management components outlined in the HEP strategy, guidelines and standards, including identifying any gaps/weaknesses in their alignment with best practices/high-impact approaches in community health and Living Goods’ approach.
● Assess implementation of performance management, including adherence to existing policies/ guidelines/standards, supervisor/HEW capacity constraints, supervision tools, etc.
● Coordinate consultative workshops with key FMoH stakeholders and carry-out field visits to meet with members of the HEP (supervisors, HEWs, etc.) to observe and understand how performance management is being carried out in practice.
● Recommend refinements and specifications to the performance management structures and processes based on both your assessment and taking into consideration current and desired performance management functionality of the eCHIS. This will require engagement with and input from the FMOH HEP, HIT and PPMED directorates, as well as the JSI and Dimagi teams, who are responsible for the eCHIS development.
● Develop a report on the national landscaping of the performance management systems detailing results of desk review and outlining recommended refinements to HEP performance management structures and processes including current eCHIS functionality for approval by FMoH.
● Develop document outlining design of new performance management approaches, standards, and measurements/metrics for HEWs and Focal persons.
● Develop SOPs/guidelines and training materials to implement revised performance Management system in three learning sites.
● Co-facilitate (with the Technical Advisor, Performance Management) a dissemination workshop with the FMOH, JSI, and key stakeholders for official sign-off on recommended performance management refinements.
● Support the FMOH and JSI to develop a detailed operational plan for the implementation of the recommended performance management refinements in 3-4 woreda-level learning sites.
● Travel to the field, as necessary.
● Any other duties as assigned by the supervisor.
REQUIREMENTS:
● 5+ years of experience working in community health policy or community health system strengthening at national and subnational levels in Ethiopia.
● Master’s degree in public health, health informatics, or related social sciences degree preferred.
● Experience working with NGOs and with international donor organizations is preferred.
● Experience providing technical assistance to the FMoH, donors, and/or implementing partners in the areas of community health, performance management or health information systems preferred.
● Experience supporting the Ethiopian government (working for or with) to spearhead development, review and/or institutionalization of policies, or guidelines, or strategies or procedures, among others preferred.
● An understanding of how the FMOH operates and strong relationships with the key in-country players (government staff, implementing partners, donors, etc.) in community health preferred.
● Well versed with the stakeholder landscape, coordination norms, and decision-making protocol to ensure efficient alignment.
● Fluent in written and spoken Amharic and have professional proficiency in written and spoken English.
● Excellent communications skills, both orally and written, for policy briefs, PowerPoint presentations, et cetera.
● Proven ability to contribute and to succeed in a faced-paced setting that requires independent thinking and are solutions oriented.
● Demonstrate teamwork and understanding while able to act responsibly, proactively, and independently.
● Self-directed, organized, and motivated; ability to move projects and initiatives forward with little guidance or limited input from others.
● Able to quickly adopt the use of JSI systems and tools e.g. Google Workspace, Skype, Slack, Jira, and Asana
● Ability and willingness to travel to the field.
