Background of the Project
RAYEE is a five-year MasterCard Foundation Funded project being implemented by SNV within timeline of Nov 2019 to October 2024. RAYEE’s overall objective is to secure dignified and fulfilling employment and income for 240,000 young women and men (70% are women) in Amhara, Tigray, Oromia, Sidama and SNNP regions and Dire Dawa administration in Agribusiness and agro-related sectors.
RAYEE is currently implementing different interventions targeting the three Integrated Agro Industrial Parks (IAIPs) ( Buree in Amhara , Bulbula in Oromiya and Yirgalem in Sidama) as major labor market shed to create employment opportunities for unemployed women and men youth job seekers. The project activities are being implemented by partnering with private sectors, government offices such regional industrial parks development commissions, BOFED , TVED , BOLSA and accredited training institution and other service providers .
Among others , the project interventions are aimed to address the mismatch of the potential employers skill requirement and skill set provided to the young people which is identified as the major barrier for youth job seekers to find employment opportunities and at the same time a constraint for employers to fill exiting vacant posts . Therefore , this consultancy is expected to support the TVET system to provide investors driven technical skill training packages by identifying the investor technical skill requirement from the new entrants to the labor market , building the TVETs capacity through supporting appropriate curriculum development and training the TVETs trainers and subsequent roll out of the trainings for young worker employed in IAIPs. Below is the business profile of the investors registered at the respective IAIPs targeted by RAYEE project.
Consultancy Objective
It is to seek professional service to develop short term technical skill training courses for skill development of workforce in and around the three IAIPs catchment areas in RAYEE project operational areas. The project has a plan to support the TVET system to deliver investor driven technical skill training for young job seekers to be employed in the three IAIPs. To this end, the consultancy will serve in identification of the investors demanded skill needs from new entrants to labor market. The main deliverables are: (1) identification of technical skill gaps of the workforce employed in companies operating at the IAIPs; (2) Development of comprehensive training modules, including curriculum, TTLM (teaching, training and learning materials) and skills assessment tools; and 3) Train a pool of 45 trainers spread over the three IAIP catchment areas, who are working at TVETs /ATVETs .
