Background
Under the overall supervision of the Migrant Protection Manager Program Manager and the direct supervision of the National Program Officer (Communications), the incumbent will be responsible for the implementation of prevention initiatives (e.g. awareness-raising and behaviour change communication) as part the Migration Management Unit’s larger counter-trafficking, counter-smuggling and migration management portfolio.
In particular, he/she will:
Responsibilities and Accountabilities:
1. Contribute to the overall planning, implementation, monitoring and reporting on the prevention activities as part of the Migration Management Unit (MMU)-managed projects.
2. Assist in developing and implementing the public awareness raising/behavioural change communication strategy.
3. Assist in assessing the gaps and needs of local government and community-based/civil society organization partners engaged in migration awareness raising interventions in Ethiopia.
4. Conduct training of trainers for Government and civil society partners on community conversations, peer education, and basic concepts of counter-trafficking, as well as on livelihoods and income-generation-related issues.
5. Coordinate the development, production and dissemination of IEC (Information, Education and Communication) materials and facilitate awareness raising events, such as workshops and meetings.
6. Coordinate the development and implementation of participatory awareness raising and social mobilization activities in partnership with local government partners, Community based Organizations (CBOs), (Faith Based Organizations) and the media on subjects such as irregular migration, regular migration, human trafficking, and migrant smuggling, and ensure that such activities target the right groups;
7. Support project development initiatives of the migration management unit in general and particularly the behaviour change communication sub-unit efforts.
8. Support capacity building initiatives for local community level partners/associations (e.g. community conversation groups, schools, Migration Information Centres, diaspora associations, Idirs (Associations), youth centres, etc.) to enable them to better reach their respective target beneficiaries.
9. Maintain regular contact with the respective secretariats of the Federal, Regional, Zonal and woreda level Anti-Human Trafficking/Smuggling Taskforces to ensure regular exchange of information on the implementation and monitoring of local level awareness raising interventions.
10. Support in report writing including the compilation of interim and final donor reports.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Experience
• Six years of professional experience working with media agencies or creative art centres in close collaboration with the Government, Non-Government or international organization.
• Experience implementing similar projects in Ethiopia.
• Proven ability to establish and maintain strong working relationships with relevant Government, Civil Society/Community Based Organizations, Non-Governmental counterparts and international organizations.
· In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
· Knowledge of UN and bilateral donor programming.
· Knowledge of Media in Ethiopia
Languages
· Fluency in English and Amharic (oral and written).
· Working language of Oromiffa and Tigrigna .
