MSH is seeking a Human Resources for Health (HRH) and Emergency Management Advisor for the USAID-funded Health Workforce Improvement Program (HWIP). The purpose of this activity is to strengthen health workforce management at all levels of the healthcare system, largely focusing on the public sector, at the national and local government authority level. Specifically, efforts will focus on improving pre-service and in-service education for clinical cadres; capacity building on leadership, management and governance (LMG) and; human resource planning, development and management.

OVERALL RESPONSIBILITIES:
The HRH and Emergency Management Advisor will provide technical support to the Human Resources Development staff at all levels of the Federal Ministry of Health to strengthen the capacity for human resource planning and budgeting; recruitment, deployment, and retention; training and professional development; performance planning and management, and implementation of HR policy and procedures for effective human resource management (HRM). S/he will also facilitate rapid capacity assessment and planning for emergency and humanitarian crises, facilitate training and implementation of an emergency response system, and provide hub-and-spoke style training in crisis management procedures to relevant staff so they can become effective HR Managers in the face of emergencies.
The ideal candidate will have technical expertise and prior experience in emergency management or HRH program implementation and, more specifically, emergency human resources management (HRM), experience working with Government of Ethiopia and other key stakeholders; leading teams, communicating and networking, completing deliverables on time, and achieving results.
