Background of the Project
Biogas Dissemination Scale-Up Programme (NBPE+) was designed and being implemented to continue and to scale up the activities, while expanding it to other four new programme regions; namely Afar, Benishangul-Gumuz, Gambella and Somali. With SNNPR splitting, with a formation of a new region, Sidama a year ago; NBPE+ is currently being implemented in 9 regions of the country.
This extension has made the programme to really have a national posture leaving out just three geographical areas (Addis Ababa, Dire Dewa and Harari) which do not have any significant technical potential for bio-digesters.
The overall objective of NBPE+ is to improve the living standards of farmers and their families, in the Ethiopian regions of Afar, Amhara, Benishangul-Gumuz, Gambella, Oromia, SNPPR, Somali and Tigray while reducing the over-exploitation of biomass cover in the 8 regions and reducing GHG emissions.
By developing a viable bio-digester sector embedded in an enabling institutional and policy environment, the programme also aims to contribute to increased economic and business development (particularly in rural areas) and the longer term objective of supporting the transition in Ethiopia to a more sustainable energy mix and corresponding socio-economic and environmental benefits.
The assignment is to develop a Federal Bio-digester strategy for Ethiopia, which defines the framework of the programme and outlines the modality of implementation by regional and sub-regional governments.
Specific objectives of the assignments are:
a) To articulate the multiple benefits of the bio-digester technology for the country and the linkages as well as the mechanisms of cooperation or integration with different sectors like livestock/agriculture, forestry, health, women empowerment, youth employment and entrepreneurship development as well as its contribution to the Nationally Determined Contribution (NDC) document of Ethiopia for the Paris Agreement on Climate Change.
b) To articulate the national vision and the road map or framework for the bio-digester sector development, setting up major strategy elements that enhance bio-digester market development in the country.
c) To define the interplay of different players from the government, civil society and private sector, with clear roles and responsibilities of government agencies at federal, regional and sub-regional levels.
d) To identify possible financial sources for continuity and scale up of the programme, including the carbon revenue, already being generated and will potentially be generated.
The consultant firm and the team it deploys for this particular assignment should possess the following competency, academic qualifications and field of expertise:
The tasks will be undertaken by a national level consulting firm with a team of two senior consultants having sound experience in reviewing complex development programmes and preparing a national policy, preferably in energy sector in Ethiopia.
a) Team Leader (for 25 days) with a master’s degree in economics, management or another relevant field and minimum of 20 years’ experience in development field, including in development programme evaluation and review, preferably in bio-digester or biomass strategy or another energy sector, policy review preferably in the context of international development cooperation. English language proficiency is a must.
b) Senior Consultant (for 25 days) with a master’s degree in economics, management or another relevant field and minimum of 15 years’ experience in development field, including in development programme evaluation and review, preferably in bio-digester or biomass strategy or another energy sector, policy review preferably in the context of international development cooperation. English language proficiency is a must.
