Background:
The International Rescue Committee (IRC), one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali Region and are currently providing assistance to Ethiopians and refugees in six regions in the country, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response mechanisms.
Program background:
IRC is a non- governmental organization operating in Ethiopia to provide services to refugees, victims of drought and war-affected population. For local health program, IRC has been engaged in different Health interventions mainly on immunization, disease surveillance MNCH, emergency response and community engagement which benefit communities.
Scope/job purpose
The Senior Health Officer is responsible to coordinate Health activities for the projects of ECHO HIP that IRC agreed up on to conduct, budget Monitoring, sector reporting and for cordial and constructive coordination with the other actors in the sector, especially with health facility staffs, woreda Health office, Regional Health Bureau (RHB) and other partners in the region.
Responsibilities:
Technical
· Follow all IRCs standard grant Management tools as recommended by the Addis based health unit and M & E unit
· Ensure that all activities are implemented according to the work plan and that targets are met.

Monitoring & Evaluation
Human Resource Management
Key Working Relationships
Internal
Work with Senior Health Officer, Health Manager, FC, Health Officers and others as deemed vital.
External
Work with Regional health Bureau, ZHD, woreda Health Offices and Health facilities
Requirements:
BSc in public health/ Health Officer or BSc nursing. MPH is helpful.
Minimum of 2 years work experience for BSc holders and 1 years of experience for post plus graduate in health programs both at clinical and community-based programs, working in lifesaving primary health care services.
Have an experience in BCC strategies and able to craft effective BCC strategies to communities and have experience of community engagement activities.
Ability to work under pressure, long work hours and high workload.
Excellent communication skills- verbal and written skills. Communication in Amharic and English are a must.
Self-motivated, transparent, highly responsible, and punctual.
Ability to work as part of a team as well as to work autonomously when required.
Skills and experience in staff management, project management and building effective team’s spirit.
Ability to plan, prioritizes, and supervises implementation of Health projects.
Proven experience and skills in ensuring community participation and gender issues in humanitarian programming.
Experience in training of staff in health programming.
Ability to use computer- Microsoft Office (Word, Excel, Power Point, and e-mail).
Skills and experience in finance management.
Detailed knowledge and understanding Health Policy of Ethiopia.
Excellent interpersonal communication.
