I. JOB SUMMARY:
CARE seeks a Senior Gender and Social Accountability Advisor for an anticipated USAID-funded Health Project in Ethiopia. The purpose of the anticipated Empowered Communities for Better Health (ECBH) project is to “empower communities to take ownership and action over their health and nutrition and drive a cycle of accountable and responsive health service delivery” with the ultimate goal to reduce maternal and child deaths, and the burden of infectious disease.
The position holder is expected to provide a technical assistance and capacity building on Gender and Social Accountability to key project partners and project staff. The position holder will coordinate gender Analysis, social accountability study and training materials/guidelines development. The Advisor will inform the formative research in gender and social accountability area s to identify key issues, social norms and barriers and to make recommendations on how to address gender and government responsiveness-related concerns and challenges.
The Senior Gender and Social Accountability Advisor is also expected to ensure effective design, implementation learning extraction and dissemination of a program. The STA will also support report preparation and budget management.
The Position holder will be knowledgeable of national trends and best practices in gender and social accountability programs in health and nutrition sector. S/he will apply this knowledge by providing input into the design of new initiatives and updating existing approaches, fostering innovation and strengthening overall technical quality. S/he will place a strong emphasis on capacity building of CO teams and will support learning within the project scope.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Analysis, Strategy, Reporting and Design (time: 40%)
§ Develops gender strategy in collaboration with other project staff;
§ Closely follow up, Lead and ensure the implementation of strategies mainly in the area of gender and social accountability:
§ Develops gender sensitive indicators to measure results;
§ Designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender strategies and plans;
§ Actively contributes to Detailed Implementation Plans (DIP) to ensure gender responsive planning;
§ Supports definition of areas (and appropriate methodologies) in all facets related to gender equality and women empowerment;
§ Facilitates the adoption and ensure implementation of national gender guidelines, international standards and donors protocols;
§ Supports partners and the consortium in developing or operationalizing a gender framework.
§ Lead the implementation process of the program approaches
§ Establishes all necessary relationships with partners and government to ensure that gender and social accountability issues can be shared.
§ Lead preparation of report in the thematic area that s/he is assigned to lead
Job Responsibility #2 Capacity Building and Technical Assistance (time: 35%)
§ Establishes staff and key partner’s induction and ongoing training processes on gender-focused program quality;
§ Conducts capacity assessment and based on the results, prepares plans and advises consortium on key learning competency and skill requirements in staff and partners pertinent to gender;
§ Leads the development and facilitation of trainings for partners and staff development on gender specific initiatives;
§ Continuously updates staff and partners on emerging gender issues to enhance and sustain conceptual clarity and awareness of partners and others’ best practices;
§ Participates in the selection of and support to external, temporary technical assistance (consultants, interns) as required;
§ Works with the relevant government structures to facilitate gender -related activities and monitoring in the operational areas;
§ Designs and leads gender surveys, analyze results and write reports;
§ Develops and facilitates the adoption and translation of training curriculum/manuals, modules and technical assistance methodologies;
§ Advises and helps promote appropriate community mobilization strategies around gender;
Job Responsibility #3: Learning, Policy Implementation, and Networking (time: 20%)
§ Establishes effective linkage and partnership with other Feed the Future programs with particular focus on gender;
§ Keeps up to date with developments in gender initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning;
§ Explores and participates in networks, gender task forces at the national, regional, and local levels;
§ Supports the translation of gender learning into evidence-based lessons to influence policies;
§ Identifies, establishes and maintains productive relationships with like-minded non-government organizations;
§ Provides linkage support to networks with other organizations working on gender issues;
§ Disseminates on a regular basis information regarding the consortium’s gender accomplishments among stakeholders, including the government;
§ Organizes and participates in cross-visits within the consortium and with other organizations;
§ Together with the Learning Design and Measurement (LDM) manager, supports the effort to measure impact and document lessons learned and best practices..
§ Lead developing tailored project curriculums on Training of Trainers for key project partner and project staff, and cascading training material/facilitation guide for beneficiaries.
§ Collaborate with measurement team in developing progress monitoring and learning extraction tool in the area of the theme s/he leads in the project.
§ Develops and implements follow-up, engagement and coaching plans to build staff capacity and to increase their level of expertise and skills and their commitment to apply strategies;
Job Responsibility #4: Representation and Others (time: 5%)
§ Participates in different gender-related task forces and working groups within CARE and outside as needed;
§ Represent CARE professionally when delegated/authorized;
§ Perform other duties as assigned.

IV. PROBLEM SOLVING (Thinking Environment)
The reason for creating this position is to ensure internalization and mainstreaming of gender across the implementation areas. The incumbent must use interpersonal skills to choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition, and development of alternative solutions. This position requires innovative thinking and the ability to network and communicate broadly and strategically.
Required:
· Master's degree in public health/Nutrition/ Social studies with strong experience on Gender and social accountability
· 5 -7 years’ experience working in MNCH/SRH in adolescent and/youth; MNCH/FP, Nutrition with mainstreaming Gender and social accountability.
