For Training Manual Development on Federal Administrative Procedure Proclamation (ToR)
Background
Lawyers for Human Rights (LHR)’ is an Ethiopian civil society organization re-registered on September 19 2019 before the FDRE Civil Societies Organizations Agency in accordance with Proclamation No. 1113/2019. The objectives of the Organization to promote and advocate human rights among others through increasing the participation and contribution of lawyers in the area of human rights through trainings and other capacity building activities, supporting lawyers across the nation and help exchange of ideas, information and experience for better protection of human rights and prevalence of human rights, litigating before courts other relevant organs to ensure protection and promotion of human rights recognized under the FDRE Constitution and other laws, awareness creation for justice organs on international human rights instruments ratified by Ethiopia, providing free or low cost legal services for victims of human rights violation particularly disadvantaged communities, influencing the government to enact new laws or amend existing ones to give full protection for human rights, familiarizing the idea of human rights defenders (HRD) among the lawyers .
With a view to achieve these objectives, LHR has been creating awareness on different laws that have an implication on human rights in collaboration with different stakeholders. Currently, LHR is implementing a project which involves conducting training on the Federal Administrative Procedure law (herein after the ‘APL’) to legal advisors of government agencies and to business communities that frequently seek services from government institutions.
There have been a number of legislative reforms since 2018, among which anti-terrorism law, CSO law, and media law could be cited. One of these laws which are is targeted to make the working of government to be transparent and guarantee administrative justice is the Federal Administrative Procedure Proclamation No. 1183/2020.
This Proclamation is presumed to fill a gap which had long existed in the Ethiopian legal system concerning the accountability and transparency of administrative authorities in exercising their administrative power.
Given the importance of the APL in rendering administrative justice and rectify its share in solving problems of good governance and corruption, with positive impact in the protection of human rights, governmental and non-governmental entities should strive for its proper implementation. As part of these efforts, LHR, in collaboration with USAID Feteh (Justice) Activity, plans to train legal advisors of government agencies and business communities that frequently seek services from government institutions. Accordingly, LHR is looking for an independent consultant who will develop a training manual on APL to business communities that frequently seek services from selected government agencies.
Objective
The main objective of this consultancy service is to develop a training manual on Administrative Procedure Proclamation No. 1183/2020 and deliver training to business communities who frequently look services from selected administrative agencies such as Investment Commission, Revenues authorities, Customs Commission, and land management offices. The training manual is expected to address also human rights aspects of the Proclamation.

Members of the business communities that frequently seek services from selected government agencies.
Scope of the work
The scope of the work includes preparation of manual on APL that will create awareness for business communities about the APL and on its human rights aspects thereby ensuring its effective implementation. The consultant will also deliver training based on the manual to be prepared to the business communities.
In developing the manual on Administrative Procedure Law, the consultant should develop it in a way that will help business communities understand the functions and responsibility of administrative agencies and the rights of members of the business communities in light of the New Administrative Procedure Proclamation and at least look into the following issues with human rights in focus;
