Context:
Under the overall supervision of the Resources Management Officer-Finance and the direct supervision of Head of Sub-Office, the Finance Assistant will be responsible and accountable for providing necessary support in the affairs of resources management department in Mekelle Sub-Office according to IOM Administrative Rules and Regulations. In particular, he/she will:
Core Functions / Responsibilities:
1. Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations;
2. Assist in preparing annual budget submission and revisions including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget;
3. Extract and input data from various sources in financial or accounting systems;
4. Prepare VAT reimbursement requests and follow-up with Ethiopian Revenue and Customs Authority (ERCA) for timely refund.
5. Assist providing guidance in accounting, budget and financial related issues;
6. Assist in the preparation of the payroll by executing validity checks on monthly payroll results;
7. Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorized and all the supporting documents are attached therewith;
8. Create new Vendor Accounts in PRISM;
9. Verify vendor claims for accuracy and conformance with IOM finance policies and instructions;
10. Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered;
11. Responsible for regular review of Debtors/Creditors accounts, initiate follow up messages for outstanding cases and provide timely feedback to the RMO.
12. Verification of accuracy of input data and ensuring consistency of data.
13. Maintain the filing system of all vouchers, financial, administrative and office documents including the files of IOM General Instructions, General Bulletins, Accounting Instructions, as well as for Instructions or Memoranda issued locally.
14. Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required;
15. Provide assistance to all staff services such as travel, expense claims, document retrieval, etc.;
16. Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards;
17. Responsible for the Petty Cash of the office; and,
18. Perform other related duties as required.
Minimum required qualifications, experience and competencies:

· At least 5 years of prior work experience in a similar capacity
· Knowledge of IOM accounting systems, software and procedures, a distinct advantage.
· Ability to prepare clear and concise reports and to analyse and interpret source information and data
· Good knowledge MS Office, specifically Excel is required, particularly in computerized accounting systems (, etc.).
· Prior work experience in an international/UN organization an added advantage
· Prior experience in usage of SAP an added advantage
· Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
· Have professional certification from a recognized accreditation body in certified public accountant/CPA or certified management account/CMA or chartered accountant/CA is advantage.
