TERMS OF REFERENCE (TOR)
For Short term Consultancy Services to Conduct Research Aimed at Finding out the Gaps on Disability Rights Advocacy by Organizations of Persons with Disability (Hereunder OPDs) in DRIVE Project Areas
INVITATION TO BIDI. BACKGROUND
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Civil Society Organization with Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
ECDD is currently implementing a project entitled “Disability Rights for an Increased Voice and Empowerment (DRIVE)” funded by the European Union - Civil Society Fund III, and Light for the World International with the overall objective of improving the quality of life of persons with disabilities through the promotion of disability rights and inclusion. One of the planned activities in this project is to conduct research–with a view to finding out the gaps in Disability Rights Advocacy by OPDs in DRIVE Project Areas. To this end, ECDD would like to hire a consultant with the required qualification, expertise, and experience to conduct this research.
II. OBJECTIVE OF THE Assignment
The purpose of this consultancy assignment is to assess Disability Rights Advocacy by OPDs in DRIVE project areas; identify major gaps and drawbacks and state research findings thereon. Findings of the research will be used to revamp advocacy by persons with disability and their representatives–Organizations of Persons with Disabilities (OPDs)–in DRIVE Project Areas.
III. FUNCTIONS/KEY RESULTS EXPECTED
The consultant will be responsible, inter alia, for performing the following activities:
· Making, reproducing, and using sufficient amount of questionnaires–comprising of questions with straightforward, conventional, and unbiased language;
· Reviewing and analyzing the collected data;
·Organizing and providing logistical support necessary for data collection and research-related activities;
Showing how the legal and policy frameworks of Ethiopia is sufficient enough to ensure the protection of the rights of persons with disability;
· Utilizing a mixed-approach (doctrinal and empirical) in conducting the research;
Coming up with both doctrinal and empirical findings–followed by recommendations;
IV. DURATION OF THE ASSIGNMENT
The assignment will be implemented over a period of 30 working days starting from the signing of the contracts. payment shall be made upon submission of deliverables as per the following millstones, and approval of the same by the ECDD.

VI. EXPECTED DELIVERABLES
Key deliverables of the assignment are summarized as follows:
· Inception Report that includes methodology/tools and a clearly defined work schedule for the assignment;
· Draft analysis report with recommendations;
· Final draft report incorporating comments and inputs;
· Final research document on the existing Disability Rights Advocacy in the DRIVE project area;
VII. REQUIRED QUALIFICATION, SKILLS, AND EXPERIENCE
· LL.B and MA in related fields of social science–preferably in Human Rights Law;
· A minimum of six years of experience with demonstrable capability working on human rights issues, particularly on disability rights advocacy with Organizations of Persons with Disabilities (OPDs) and Persons with Disabilities, is required. Relevant experience may include, among other things, work as a research and advocacy for OPDs or Nonprofit Organizations; or work in government and international organizations on policies relating to human rights and disability rights;
· Strong understanding of the UNCRPD, other international human rights instruments, related domestic policies, and laws;
· Ability to work with electronic-based data capture, monitoring, and evaluation tools;
· Excellent written, and oral communication skills both in Amharic and English.
