Description of GOAL Ethiopia’s Country Programme:
GOAL was first operational in 1984, the current country programme has a strategic focus on those affected by crisis in health, nutrition, WASH, food security and sustainable livelihoods for women, men, children, and refugees and those displaced. GOAL Ethiopia has a large geographic footprint (40 districts across six regions: Afar, Amhara, Tigray, Gambella, Oromiya, Somali and SNNPP, an annual operating budget of ~€15 million and a team of ~800 people committed to creating sustainable change and assisting those in crisis.
Description of the IFAA Programme:
Ifaa is a five-year initiative (2021 – 2026), implemented by CRS, CCL (Centre for Creative Leadership) GSAP (Global Sustainable Aid Project), GOAL, Harar Catholic Service (HCS), Land O’Lakes Venture 37 (V37), Making Cents International, Meki Catholic Service (MCS), Whiz Kids Workshops (WKW) and Feinstein International Centre, Tufts University (Tufts). The purpose of Ifaa is to improve food security of vulnerable households in targeted PSNP communities, contributing to a sustained reduction in rural poverty in Oromia. it is supported by USAID/BHA in Ethiopia.
Ifaa will target 11 woredas (districts) based on poverty, Productive Safety Net Programme (PSNP) caseload/potential for scale, potential for continuum of response with other programs, partner presence, and opportunity for impact. This includes eight woredas in East Haraghe (Babile, Chinaksen, Deder, Fedis, Gursum, Jarso, Melka Belo, Midega Tola and three woreda’s from West Arsi ( Nigele Arsi, Shala, Siraro). Ifaa will prioritize pregnant and lactating women (PLW), with a particular focus on first-time mothers, caregivers, and influential community members to ensure children under 5 (CU5) receive adequate nutrition, vulnerable community members are reached, and behaviour change takes root to create lasting change.
The programme has three purposes, CRS as the consortium lead have overall programme and grant management and are responsible for monitoring, evaluation and learning using USAID/BHA’s Collaboration, Adaptation & Learning (CLA) approach. The programme components are:
GOAL will Lead the Livestock component which cut across the three purposes.
ABOUT THE POSITON:
The Ifaa Team Leader for Livestock Production and Marketing Project is a member of the management team, collaborating and reporting to GOAL Ethiopia Assistant Country Director for Programme and matrix management of the Ifaa Chief of Party (COP). The incumbent will coordinate and collaborate with the GOAL RIPA[2] Livestock Production and Marketing Team Leader and consortium agencies components lead. S/he will have overall responsibility for all aspects of SP 1.2,2.1 and 3.1 The successful candidate will have experience at a senior management level as well as substantial experience and confidence in market systems programming. S/he will be able to lead teams, using an adaptive management approach, to research identified market systems, identify opportunities and constraints and co-design and cost share initiatives with the permanent players i.e., government, community/ civil society, and the private sector. Most initiatives under SP 1.2,2.1 and 3.1 are expected to be driven by private sector players, so experience in facilitation and negotiation with the private sector is a key competence sought. Initiatives are managed adaptively with short learning loops and the post holder will need to be experienced in doing this and in working with the CLA team to design, measure and evaluate systems that capture change at all levels of the identified market systems.
The Team Leader will have direct responsibility for the planning and management and reporting of SP 1.2, 2.1 and 3.1 ’s budget, which will include grant management of private sector partners. The post holder will have overall responsibility for the recruitment, induction, on-going skill development and performance management of a highly creative team for SP 1.2,2.1 and 3.1, designed to stimulate sustainable and scalable Livestock production and marketing in the target areas.
KEY AREAS OF ACCOUNTABILITY/DUTIES:
1.Strategy and Vision
· Attain SP 1.2, 2.1 and 3.1 programme goal and objectives through the research, implementation, management, coordination and representation of the livestock programme using a market systems approach, by personal application and adaptive management.
· Recommend and lead implementation of programme priorities and explore, evaluate and present new country opportunities that leverage impact and/ or complement core activities.
2. Consortium relationship management
· Develop professional and productive working relationships and communication channels across the Ifaa consortium’s senior management and field teams.
· Create efficient and productive communication channels between the Ifaa consortium and the GOAL country programme.
· Overall responsibility for the planning and reporting of SP 1.2, 2.1 and 3.1 to the GOAL ACDP and Ifaa Chief of Party

7. Representation
· Support all efforts towards accountability to project participants and to international standards guiding development work. This includes understanding and following established international guidelines and actively engaging participating communities as equal partners in the design, monitoring, and evaluation of programmes.
· Work closely in partnership with the ACDP and COP to represent the programme to the USAID/BHA, the Ethiopian Government at all levels. Engage appropriately and creatively with the programme Steering Committee and other Iffa awardees.
· Ensure establishment and maintenance of relationships with target communities, local government structures and private sector partners.
· Represent Ifaa and GOAL at external and relevant thought leadership events as needed

REQUREMENTS:

· Relevant academic qualification, BSc/BA/MA/MSc in Livestock production, Market system development, Agriculture, or related field.
· At least ten years’ experience in implementing market systems programming
· Technical expertise in livestock production and marketing
· Previous experience in working programmatically with the private sector.
· Complex program management and demonstrated success building, managing and leading a team of professionals.
· Strong writing, communication, organization, prioritization and negotiating skills.
· Excellent (English) verbal and written communication skills with proven financial management skills.
· Experience in building and maintaining effective partnerships with implementing and strategic partner agencies, and government authorities and counterparts.
· Strong computer literacy with a full knowledge of office applications
Desirable qualities:
· Sound management experience
· NGO experience is an advantage
· Knowledge of the livestock market system in Ethiopia
· Excellent communication and interpersonal skills
· Good programme finance management skill.
· Wide ranging knowledge and experience of M&E tools, systems and approaches.
