Launched in February 2019, the USAID funded Feteh (Justice) Activity in Ethiopia provides flexible, rapid technical assistance response to its Ethiopian partners in the process of legal and judicial reform. Feteh’s partners include the Federal and Regional Attorney General’s Offices; the Federal and Regional Supreme Courts; the House of Peoples’ Representatives; constitutionally mandated democratic and human rights institutions such as the Ethiopian Human Rights Commission, the Ethiopian Institution of the Ombudsman (EIO) and the Public Defender’s Office; civil society organizations, legal and academic institutions, and the media.
Background
As part of its second objective to Build the capacity of CSOs working in governance and justice issues, Feteh is providing several trainings and grantees to CSOs working in the space. As part of this sub-activity, Feteh is specifically looking to train CSOs to strengthen their knowhow and increase their awareness on gender-based violence, more specifically online gender-based violence, and to enhance their skills and abilities to play their advocacy role related to online and offline gender-based violence.
Assignment
Feteh will engage a local expert to develop the online GBV advocacy training manual and conduct two training programs for CSO members on online gender-based violence advocacy in the justice sector.
Tasks
The Local Consultant will perform the following tasks:
Develop a training manual on how CSOs can address and protect women from online GBV and how they can advocate against all GBV in the justice sector. The training manual must incorporate significant interactive sessions throughout, including elements such as role play, breakout sessions, case studies, and the like.
Provide input on the invitation list to ensure the correct participants are invited; follow up invitations with phone calls to gather confirmations.
Conduct two interactive sessions of two-day trainings based on the training manual developed for 25 CSO representatives in each training for a total of 50 CSO representatives in attendance, of which at least 5 are regional CSOs.
Submit two training reports, one for each training, each with the proceedings of each training, the summary of pre- and post-test results, key feedback received from participants and recommendations for further action.
Any other related tasks as requested by Feteh’s Civil Society and Program Support Director and/or Chief of Party during this assignment.
Deliverables
The Local Consultant will provide the following deliverables:

Provision of two training sessions of two-days each with 25 participants from CSOs in attendance and at least 5 participants from regional CSOs.

Supervision
The Local Consultant will be under the direct supervision of Feteh’s Civil Society and Program Support Director and will contractually report to Feteh’s Chief of Party during this assignment.
Level of Effort
The proposed Level of Effort for this assignment is up to 32 (thirty-two) days. The authorized work week is five (5) days per week and eight (8) hours a day.
Location and Period of Assignment
The Local Consultant will work with Feteh (Justice) Activity in Addis Ababa. The estimated period of assignment is from November 1 to December 14, 2021.
Job Requirement
Advanced degree in law, media or human rights.
At least 10 years of experience in rule of law and democratization related work, intimate understanding of the legal reform initiatives pursued by the Government of Ethiopia.
Solid experience on media advocacy issues.
Experience in delivering training employing adult training techniques.
Fluency in both written and spoken Amharic and English.
