About Ethiopian Human Rights Council
The Ethiopian Human Rights Council (EHRCO) is an independent, non-partisan, and non-governmental organization established in 1991. Its principal objectives are the promotion of the democratic process, the rule of law and due process, respect for human rights. Apart from struggling for the objectives outlined above, the Ethiopian Human Rights Council fights against ethnic or any other type of prejudice and animosity, religious intolerance, violence, and armed struggle.
EHRCO is committed to a peaceful struggle against any type of dictatorship which is a violation of the fundamental civil rights of the people. It is also committed to the rule of law and stands against the rule of persons whatever their rationale for the monopoly power may be.
Objective
EHRCO – in collaboration and with Freedom House is implementing an eight-month rapid response project aimed at conducting evidence-based rights advocacy in Ethiopia. The project envisages an improved capacity to monitor, investigate, document, and report on human rights violations in conflict settings and pave the way for evidence-based advocacy to advance justice and accountability and achieve redress for victims of human rights violations in Ethiopia.
One of the activities under this project is collecting and analyzing EHRCO’s existing and real-time data and producing a special report in Amharic and English languages that will be used to conduct evidence-based advocacy and campaign on accountability for human rights violations. To this end, EHRCO seeks to hire an organization that will assign at least two data analysis experts with different disciplines to analyze EHRCO’s human rights violations reports and other documentation and produce a data set that will be the core input of EHRCO’s special report.
Scope of the Work
Deliverables
1. Produce Data Analysis Report:
The experts will analyze EHRCO’s new and existing data on human rights violations in conflict settings and produce a comprehensive summary of human rights violations addressing, among others, causes, geographic spread, perpetrators of the human rights violations, the victims of, measures taken to address the causes and bring violators to justice. The summary will contain text, graphics, charts, and other applicable ways of data presentation.
2. Develop a Documentation Database for EHRCO:
The experts will develop a documentation database that facilitates the classification, annotation, and recording of EHRCO’s human rights monitoring findings.
3. Conduct Training:
The experts will conduct training for EHRCO staff and active members on ethical considerations, procedures, tools, and steps taken to ensure safe storage of EHRCO’s past, current, and future human rights monitoring and documentation data.
4. Conduct Report Dissemination Workshops
The experts will be expected to lead and conduct 5 workshops in 5 regions of Ethiopia (Addis Ababa, Oromia, Benshangul, Amhara, and SNNPR) on the report, major findings, and recommendations to respective officials.
Duration
Experience:
a. At least five years of experience conducting empirical research on issues related to human rights, conflict management, governance, and gender studies
b. Proven experience in data analysis and conducting context assessments.
c. Proven experience in conducting training through participatory and inclusive approaches and facilitating strategic planning processes.
d. Demonstrated experience working with civil society, non-governmental organizations, their partners, and other stakeholders in private and public sector development programs, particularly in capacity development;
e. Sound understanding of the political dynamics, Human Rights, and the regulatory and Normative and institutional framework for NGOs and civil society landscape in Ethiopia.
Skills and Competencies:
a. Ability to work with minimal supervision and strict professionalism;
b. High experience in providing training and excellent communication skills;
c. High level written and oral communications skills in English and Amharic, other languages will be an asset;
d. Proven ability to multi-task and ability to deliver under tight deadlines;
e. Must be results-oriented, highly collaborative, and exhibit a sound understanding of gender equality and social inclusion principles.
