TERMS OF REFERENCE (TOR) for Production of Weekly Radio Awareness Program on behavioural change of youth and women towards Job creation, self-employment; and promotion of decent work in Afaan Oromo for the project “EnJOY - Enhancing Job Opportunities and employability for Youth and Women”
Introduction
Ethiopia has been experiencing constant economic growth in recent years, with a Gross National Income (GNI) per capita of $1,719 (UNDP, 2018). However, the Human Development Index (HDI) score of 0.463 in 2018 still ranking Ethiopia 173th out of 189. 26.7% of the population lives below the income poverty line and the multidimensional poverty index is 0.490. Poverty and inequality particularly affect people in the remote, rural areas and rural/urban migration, as well as irregular migration represents important challenges for the Country. Total unemployment is 5.2% of the labour force while youth unemployment (15-24) is 7.4%. The not in education, employment or training (NEET) youth population between 15- and 24-years old accounts for 10.5%.
Investing in young people (ages 14 to 29) now will lay the groundwork for Ethiopia’s future. Strategies to continue progress toward harnessing the potential of its youth will help Ethiopia attain a demographic dividend and foster sustainable development. Ethiopia plans to become a middle-income country by 2025. Ensuring participation of youth in all aspect of development activity is the basic concern of the country to achieve the goal. However, Ethiopia youth are affected with multifaceted problems (Nzinga & Tsegay, 2012). Lack of job creation skill, lack of a culture of work ethic, lack of knowledge and skill to perform jobs, rural urban migration, corruption, rapid population growth and quantity oriented educational policy are the major challenges of youth in the country (Asalfew, 2011)). Unemployment which is the major obstacle of youth and women, results substantial crises in psychological, social and economic perspectives, some of them are: increasing crime rates and violence, dependence on family, low self-esteem, poor social adaptation, depression and loss of confidence, vicious circle of civil war and instability, poverty, food insecurity and poor social, economic and environmental resilient (Hiruy, 2012).
The project “EnJOY - Enhancing Job Opportunities and Employability for Youth and Women” has been conceived to address the root causes of limited economic opportunities and unemployment by stimulating economic development and job opportunities. The project envisages job creation measures to be piloted by different levels government authorities’ capacity building and structural improvement, aimed at increasing in the long run the management of economic and job opportunities for the target groups. The intervention has been structured and designed starting from the well rooted and the accumulated experience and lessons learned by all Consortium partners: the lead applicant/ Grant contract – Coordinator, Caritas Switzerland (CACH) and the co- beneficiaries and implementing partners the Ethiopian Catholic Church – Social Development Commission (ECC-SDCO), Volontariato Internazionale per lo Sviluppo (VIS) and VITA.
