Terms of Reference (ToR) for Undertaking an “Evaluation of the current National Plan of Action of Persons with Disabilities, and lobby for the new plan 2021 to be in line with the CRPD and ADP (African Disability Protocol)”
Introduction:
The Federation of Ethiopian National Associations of Persons with Disabilities (FEAPD) is an umbrella organization established in December 1996 as a common voice of people with disabilities in Ethiopia. Currently, FEAPD is an umbrella network of twenty one countrywide disability organizations. The federation aspires to see a just society where all persons with disabilities are effectively included on equal basis with others.
The mission of the federation is to promote the overall participation of persons with disabilities in society by bringing the member associations together, serving as their common voice by representing them at national, continental and global level, by consolidating their common effort, by establishing strong relationship with their strategic partners, and working together and build their capacity.
The Federation has registered as a consortium in August 2019 under proclamation No. 1113/2019 under registration No. 1511. FEAPD works in collaboration with government, donors, and partners to complacent the national member associations in order to promote and facilitate “disability inclusive development and Persons with Disabilities rights” in Ethiopia.
Currently, the federation is implementing a project called Together for Inclusion (TOFI). The Together for inclusion (TOFI) Consortium of Norwegian disabled Persons’ organizations (DPOs) brings together the experience and expertise of some of largest and most respected NGOs in the country to deliver an innovative, multi country program. Combining the development expertise of large NGOs with DPO’s specialized rights-based approach, TOFI puts persons with disabilities in the driver seat and aims to reach the most marginalized with high quality, sustainable, interventions to promote disability right advocacy, inclusive education and economic empowerment.
Thus, to ensure planning of national action plan in line with UNCRPD and African Disability Protocol (ADP), FEAPD is planning to evaluate the 2021 action plan by hiring consultant.
Purpose and objective of the Evaluation:
The overall purpose of the evaluation is to conduct an analysis of the national action plan to determine whether it is in line with CRPD and African Disability Protocol (ADP) or not. Based on the finding of the evaluation, FEAPD will advocate government to fill gaps that may be identified by the evaluation.

Scope of the Consultancy Service:
The evaluation of the current national plan of action focuses on the 2021 FY plan of Disability Directorate under Ministry of Women and Social Affairs. The scope of the assignment shall be:
Methodology
The methodology for this assignment will be proposed by the consultancy firm as part of its initial submission. This will be further refined following the selection and subsequent hire of the consultant. FEAPD will review the proposed approaches and the final agreed methodology will be captured in the inception report. Broadly, the consultant will be required to initially conduct a desk review of relevant documentation of UNCRPD, ADP and Ministry of Women and Social Affairs’ national plan of action.
As appropriate, the consultant will be assisted to arrange consultations, interviews and focus group discussions with the Ministry, Organization of Persons with Disabilities (OPD)/DPOs and relevant CSOs working on disability issues. In this regard, the consultant will have regular meeting and follow-up sessions with FENAPD at various stages of the assignment.

At least a master’s degree in a relevant field in the area of: development studies, Economics, social work, Psychology, Sociology, Business Management, Monitoring & Evaluation, project management, and other related fields.
