Position: Monitoring and Evaluation Officer (OVC Project)
Duty Station: Tach Gayint or Lay Gayint or Simada projects(South Gondar)
The position holder will be stationed in one of the locations with
regular travel to the other two project area.
Duration of Contract: One year contract (Renewable with 60 days probation period)
Salary: As per the salary scale of the organization

JOB SUMMARY
In charge of monitoring and evaluation related roles for efficient execution of project activities towards achieving project outcomes. S/he is responsible for developing and updating the M&E Plan and the Indicator Tracking Table (ITT) regularly based on the program objectives. Ensure that all beneficiaries are registered in World-Link 3 plate form. Closely monitor output and outcome indicators and update corresponding data in WL3. Assist officers at project level to prepare a detailed implementation plan and Gantt chart and continually track the completion status of project achievements using a Smart Sheet and WL3 to drive timely actions on variations. S/he will be responsible for two project ‘Brightening the future of OVC and MWA Sustainable WASH projects. The position holder will administratively report to South Gondar Project Manager and functionally report to Heath and HIV/AIDS Programs Coordinator.
ROLE AND RESPONSIBILITIES
1. Develop/update the M&E Plan and the Indicator Tracking Table (ITT) regularly based on the program objectives. 2. Assist officers and social workers in collecting disaggregated data that will be necessary and useful to track performance or to understand the context by strictly following the PIRS and the methodologies described in it. 3. Use innovative mobile-based solutions (Eg. Open Data Kit (ODK) for efficient data collection, generation, and management 4. Register all beneficiaries in World-Link 3, by sex, age and type of groups from the existing FH communities in the system. 5. Plan and undertake periodic monitoring; prepare and submit monitoring reports and follow up for the implementation 6. Ensure periodic reports are prepared using standard templates and submitted timely. 7. Support officers during interim and annual report preparations and ensure that well refined reports are submitted to HO. 8. Keep proper documentation of project proposals, periodic reports, agreements and other documents related to project design, monitoring, evaluation and reporting both in soft and hard copy. 9. Facilitate the preparation of case stories/best practices, document, and share with project team. 10. Make sure that all staff internalized the PIM and work in adherence to the rules, regulations and procedures set in it; 11. Assist officers to prepare a detailed implementation plan and Gantt chart during the start-up period of the project and continually track the completion status of project achievements using a Smart Sheet and WL3 to drive timely actions on variations 12. Assist the M&E manager in conducting the Data Quality Assessment on selected indicators of programs / projects 13. Play a leading role in program/project planning, implementation, monitoring and evaluation of all FH/Ethiopia OVC projects in a specific project area he/she assigned to; 14. Continuous updating of project output data in WL3 and output tracking and reporting using WL3 15. Take part in conducting the baseline, midterm and terminal evaluations. 16. Prepare checklists and other survey instruments for the various data collection tools (primary, secondary, as well as HH surveys using mobile applications, and qualitative data collection tools) |

SAFETY & SECURITY RESPONSIBILITY
Ø Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
Ø Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
Ø Explains to staffs the reasoning behind the organization’s safety and security policies and procedures
Ø Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
Ø Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
Ø Encourages staffs to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.
JOB LEVEL SPECIFICATIONS

Ø Sound experience in the area of M&E, Project design, report writing, project management.
Ø Strong technical skill / interpersonal skills with the ability to teach and mentor staff.
Ø High integrity and a strong sense of professional ethics.
Ø Demonstrated computer operating skills, including proficiency in Microsoft Office products
Ø Minimum of 3 years relevant experience for BSc holder or 3 years relevant experience for MSC in the area of data base management, M&E, and related fields preferably in NGO setting
EDUCATION/CERTIFICATIONS
Ø BSC or master’s degree in sociology, Development Studies, project management and related field of studies.
DISTINGUISHING COMPETENCIES
Ø Strong computer skill and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint and email communication.
Ø Sound experience in project management monitoring and evaluation is required.
