General Position Summary
Working in the HR Department under the direction of the HR Manager, provide oversight to the management of human resources for Mercy Corps programming in Ethiopia; Assist in the achievement of MC program objectives with the facilitation of recruitment and staff development issues in the Human Resource Development and supervises all HR responsibilities.
Essential Job Responsibilities
· Facilitate, organize and participate in the recruitment process efforts through preparation of vacancy announcements, collection of CVs and etc.
· Provide/ coordinate an orientation program to all new employees. He develops and teaches a program to introduce new workers to the company’s policies and procedures and helps them get acquainted with the organization
· S/he is responsible for bringing employees opportunities for continuing education. He develops and teaches programs designed to enhance the skills of workers, relevant to their positions at the organization. Able to identify the needs of employees and find a training program to supplement them.
· Foster a staff development system that supports career advancement for all Mercy Corps national employees.
· Facilitate access to a wide variety of learning opportunities to enhance individual and collective knowledge, skills, and attitudes,
· Contribute to an organization-wide learning approach that draws from the best internal and external sources to enable professional growth and superior performance.
· Oversee the smooth flowing of routine, Human Resource recruitment process of the Mercy Corps office and program support operation;
· Ensure office and personnel policies are in compliance with Mercy Corps Field Administration Manual and National Staff Policy Handbook;
· Responsible for managing Mercy Corps’ probationary reviews are done and documented appropriately.
· Prepare and send the type of visa and other documents required from expats to process their work and residence permits before their departure to Ethiopia.
· Properly document all expat files and documents and make sure the expiry dates of their visa, work and residence permits are stated and clearly communicated to them in advance.
· Ensure adherence to all Mercy Corps administrative procedures by support staff;
· Assist the HR Manager in preparing and implementing administrative and management policies and procedures. Advise on alterations and new policies when necessary;
· Ensure proper functioning and maintenance of the office equipment and other facilities;
· Alert supervisors to poor attendance records of relevant staff;
· Liaise with government agencies as directed by HR Manager or Country Director;
· Participate in disciplinary, hiring and termination meetings with other staff upon request;
· Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates;
· Ensure that a central filing system is maintained.
· Attend coordination meetings as discussed and agreed upon by supervisor;
· Ensure adherence to Mercy Corps national staff policies by all staff;
· Advise staff (national and international) on disciplinary procedures;
· Advise staff (national and international) on raise policies and procedures;
· Maintain up-to-date staffing lists by program and department; maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information. Periodically audit and archive or destroy dated information, including employee and applicant files, in accordance with national law.
· Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
· Ensure that staff undertake mandatory trainings like code of conduct and PMD PRO1
· Other duties as assigned.
Security
· Ensure compliance with security procedures and policies as determined by country leadership.
· Proactively ensure that team members operate in a secure environment and are aware of policies.
· As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Minimum First Degree in Business Administration, Management, Education ,Economics and any other related subjects with a minimum of 5 years’ experience working in a training or higher education field, curriculum development, performance management appraisal, and administration background with computer skills are required, must be an independent thinker and have strong organizational skills; demonstrated experience scheduling and managing staff from multiple departments; Fluency in English (written and spoken). A university Degree or Diploma in Human Resource, Social Work, Management, Business Administration, and any other related social science fields is required.
