Job Description

Job Purpose;

As part of country Emergency Response Team (ERT), the Emergency Response nutritionist will support the technical start-up of emergency response projects (focusing on nutrition, WASH, and NFI distributions) at woreda level. S/he will be responsible for ensuring a strong technical start up and for monitoring the continued implementation of emergency projects. S/he will ensure all emergency response projects adhere to national and international standards and guidelines; all project activities are conducted as outlined in the detailed implementation plans; and reports are timely and meet Concern and donor specifications and standards. The position will require 60% of time field support visits to set up, train and support project staff during emergency response interventions in in all Concern program areas across the country. S/he will also lead on carrying out surveys as well as zonal and national level capacity building. 

Main Duties & Responsibilities;

Project design

• Lead in carrying out needs assessments in target locations when flagged as hotspot/priority response areas.
• Engage/support new project proposal development.
• Undertake contextual analysis in new and existing programing areas as required.

 Project Implementation

• Lead in carrying out set-up of new emergency response projects across the country in which Concern has decided to respond. 
• Support the recruitment of new project staff at regional level as required.
• Ensure that the emergency project activities funded by different donors adhere to the projects detailed implementation plan and M&E plan.
• Provide technical support to field team on the development of activity and technical support plans to strengthen project implementation as required in light of routine and periodic monitoring and evaluation feedback.
• Provide technical feedback to field teams following technical support visits and follow up on subsequent implementation of action points.
• Bring on board new and innovative initiatives to strengthen the project approach in line with direction from technical departments.
• Ensure integration and  linkages of the emergency response interventions with Concern’s  existing long-term development programs where applicable and extend technical support for health/nutrition, WASH, and other departments as required.    

• Ensure that timely and regular updates and a transparent flow of information and support is maintained in all emergency response interventions areas.
• Use coaching techniques to build capacity of field staff
• Ensure mainstreaming of gender and protection principles in the emergency response.

Monitoring & Evaluation

• Review the CMAM database and other program data on a monthly basis, provide feedback to Program and Project Managers on the performance indicators, and ensure M&E plans are on track across emergency response projects.
• Take a lead in carrying out nutrition surveys (SQUEAC, SMART) and quality assessments and support with post-distribution monitoring.
• Closely monitor health and nutrition status of Concern’s programming areas across the regions and share status updates on regular basis to inform decision. 
• Together with the M&E team, facilitate information sharing and lessons learned in emergency nutrition response interventions areas, taking a lead role in review meetings/ regional workshops, experience sharing visits and documentation of project learning.

Reporting

• Review and compile internal monthly reports received from the regional offices
• Contribute to the development of reports as required and support programme manager and project managers in the drafting of donor reports as per agreed reporting timeline of respective donors.
• Ensure all drafts of reports meet Concern and donor specifications and are completed in line with the reporting schedule.

Networking and Representing

• Represent Concern at various national level fora if requested – in particular the NDRMC/ENCU meetings at National level and periodically at Regional level; and in selected technical working groups at National level.
• Perform other duties appropriate to the position and/or assigned by the line manager

• Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

Job Requirement

Person Specification;

Essential

• MPH or MSC in nutrition or health related field or BSC in nutrition or health related field with minimum of three and six year’s practical experience respectively.
• Experience establishing and supporting emergency response projects
• Technical expertise in nutrition, WASH, FSL, and/or NFI
• Experience of reviewing and analyzing routine data and surveys
• Good understanding of capacity building approaches
• Strong verbal and written skills in English
• Experience in working with team and governments.

Competencies;

Desirable

• Experience of data analytical software including EpiInfo, SPSS highly desirable
• Familiarity with cross-cutting approaches such as HIV mainstreaming, rights-based, gender, equality

• Computer literacy and familiarity with Microsoft Office, including PowerPoint presentations and spreadsheets and budgeting.
