Job Description

The Ministry of Labor & Skills has set a clear goal of creating 3 million jobs by 2019/2020, 14 million by 2025, and 20 million jobs by 2030 through guiding the investment of government, the private sector and development partners to high-growth sectors and implementing innovative programs and targeted policy interventions in the labor market to align skills development with market needs and incentivize and support entrepreneurship and enterprise creation. In accordance with its operational mandate, the Ministry of Labor & Skills (the former Jobs Creation Commission) is organized in five departments that include Policy and Strategy, Partnerships and Grant Management, Data & Analytics, Innovative Jobs & Projects, Delivery Assurance and Capacity Building teams. Accordingly, the Enabling Ethiopia (EE) project is one of the initiatives in achieving the above stated goals. The successful candidate will join a team during its takeoff and have a unique chance to shape and empower the team from the very beginning. Ultimately the role will be an opportunity to ensure the success of an organization and delivery of a program that is a crucial component in the future of Ethiopia.

Duration of Employment: 2 years

 I.                  JOB SUMMARY:

The Partnership and Grant Management Manager will be responsible for planning, optimizing and mobilizing necessary resources for job creation in the project. It is also responsible for aligning resources and funding with the strategic objective of the national job creation agenda. Furthermore, the Manager takes the lead in building formal and informal relationships with development partners and the private sector in order to coordinate efforts across institutions. Takes the opportunity to stimulate private sector investment, strategic public budget allocation, donor funding and actively contribute to the economic development of Ethiopia.

 II.                  SPECIFIC DUTIES AND RESPONSIBILITIES:

 Job Responsibility #1: Planning and Management

• Prepare monthly, quarterly and annual and long-term plan of Partnership & Grant Management team in line with the Enabling Ethiopia project activity plans
• Developing and implementing an engagement strategy for resource mobilization by mapping and engaging with key public and private sector actors. Key programmatic interventions to be planned, executed and controlled are:
• Actively contributing to the development of the national Job Creation Strategy
• Managing of critical issues pertaining to the Enabling Ethiopia Project activities as well as the Partnership and Grant Management Directorate’s priority initiatives, identifying cross-cutting and emerging issues, and proposing necessary solutions.
• Acting as a national reference and chief strategist for resource mobilization and investment in job creation
• Developing and updating a mapping of private sector engagement and donor contribution in Ethiopia.
• Acting as a national central point of reference for coordination with the private sector and business associations and gathering their field-based feedbacks and inputs
• Identifying the main gaps and bottlenecks in private sector investment in Ethiopia
• Proposing strategic and high-level policy reforms that aim to maximize private sector investment and resource mobilization
• Coordinating with other public institutions, agencies and state-owned enterprises to guide strategic investment to catalyze job creation
• Soliciting and mobilizing resource from donors, private sector and philanthropies to support job creation proactively
• Developing and implementing innovative financing mechanisms to encourage investment and job creation
• Managing all communication, including financial resource utilization periodic reports on active projects, to funding partners of the Ministry of Labor & Skills.
• Advising the director on resource mobilization maximization
• Execute quarterly plans within the scope of Enabling Ethiopia Project and the P&GM directorate and work in collaboration with other project teams and stakeholders
• Ensuring coherence across all job creation initiatives to maximize outputs and job creation opportunities
• Contributing to the design and implementation of partnership and resource mobilization for the Ministry of Labor & Skills
• Leading the coordination efforts; relating to convening relevant Ministries, non-state actors and organizing high-level meetings on issues directly related to partnership and resource mobilization effort.

Job Responsibility #2: Staff Management

• Train and guide staff members working under his/her supervision
• Direct, lead, guide, support, orient, mentor, assign responsibilities and control staff responsible to him/her to ensure that they are appropriately motivated and trained to meet all unit targets and that they carry out their responsibilities to the required standards;
• Ensure that skills and knowledge are properly transferred to the staff of Ministry of Labor & Skills under his/her supervision

Job Responsibility #3 Monitoring, Evaluation, Networking

§  Monitor the timely execution of planned activities and budget relating to the Enabling Ethiopia Project as well as the P&GM directorate along with monitoring the effectiveness and efficiency of the team coordination with other teams and units in the Ministry of Labor & Skills.

• Engage with stakeholders, build networking and share networking resources within the scope of the responsibility of the Partnership and Grant Management team.

Job Responsibility # 4 Reporting

• Submit on his/her weekly plan and weekly personal performance reports
• Prepare and submit performance reports on a quarterly basis with regards to the Enabling Ethiopia Project and P&GM directorate, in addition to weekly and monthly planning and performance reports which may be required by the team director, the Ministry of Labor & Skills’ Office and the Enabling Ethiopia Project Senior Manager.

Job Responsibility #5: Others

• Collaborate with other project team members and the Ministry of Labor & Skills’ staff.
• Execute other activities assigned by the Ministry of Labor & Skills, team Director and Enabling Ethiopia Project Senior Program Manager

Job Requirement

Education/Training

• BA degree or Masters in economics, development economics, international development, public policy, public administration or another relevant field of study

 Experience

• At least eight years (for Bachelor’ Degree) / six years (for Master’s Degree) of relevant experience required
• Specific experience within government, private sector or development institutions directly working on issues relating to investment, resource mobilization, development financing and job creation would be valuable.
• Strong ability to build trust/relationships and to operate in a dynamic and challenging environment.
• A successful private sector experience would be an asset
• Experience managing high-performing teams
• Strong quantitative and analytical skills; in addition to stakeholder and people management skills
• A creative and entrepreneurial approach to overcoming barriers and the ability to cope in entrepreneurial environments
• Excellent operational, coordination, monitoring and stakeholder management skills
• Experience managing high-performing teams with ability to coach and supervisor junior staff
• Experience and familiarity with the Ethiopian government and how it operates
