Who we are

SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. The organization started its humanitarian work with the opening of its first Village in Mekelle, Northern part of Ethiopia in 1974. The organization has been providing life-saving provisions such as food, water and health services for a very significant number of children devastated by severe drought and the subsequent famine.

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; SOS Children’s Villages Ethiopia aspires that every child grows up with love, respect and security.

The National Humanitarian Response Manager will be responsible for leading the development of national emergency program strategy, related budgets, and action plans and ensuring the implementation of quality emergency response and recovery programs including research, monitoring, and evaluation of humanitarian response activities of SOS Children’s Villages Ethiopia.

Your role....

Planning and Impelmentation

• Leading the development of strategic directions for the emergency response of the organization at the national level, framed by the SOS Children’s Village’s care promise, service description, and other policy support documents relevant to the department
• Leading the processes of humanitarian situation assessments at the program location level
• Ensuring the development of quality program proposals and steers the implementation to reach the strategic targets.
• Participating in the strategic and annual planning process of the organization.
• Supporting the budgeting process and reviews the national emergency budget of the organization. 
• Preparing the budget of the emergency program department.
• Representing the organization’s emergency programs at the National level and ensure a positive collaboration and working relationship with government institutions and a good public image of the organization.
• Actively participating and coordinating in the various drought response clusters with NGOs, UN agencies and government offices.
• Carrying out exploratory missions in order to identify potential fields of intervention.
• Overviewing the emergency activities, closely monitor and evaluate their evolution, final results and achievements to ensure that objectives are achieved.
• Supervising the financial management and ensures that all reporting deadlines and donor/SOS CV procedures are respected. Participate in the projects budget preparation and validate its final outcome.
• Planning, size and coordination of all resources (human, material and financial) needed for the emergency interventions in the country.
• Leading, managing and motivating the team, ensuring that they have clear objectives, work-plans and receive meaningful and regular feedback on their performance.
• Ensuring adherence to SOS CV policies such as the Code of Conduct, Child Safeguarding Standards and others as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, CHS).
• Defining and ensuring implementation of security policies and protocols to guarantee safety of staff across all the emergency programmes in the country.
• Monitoring and analysing the political, humanitarian and general situation across the country and surrounding countries through established contacts with key persons/institutions.
• Ensuring information flow and reporting to and from Deputy National Director, Global Emergency Response (GER) Unit and Project Coordinators. Work in close collaboration with other members of the SOS CV team, sharing information and designing and implementing program activities

Quality Management, Monitoring and Evaluation

•  Ensuring implementation of quality standards within SOS Children’s Village Programmes as described in manuals, policies, and     concepts such as the SOS Care promise, services description, and other policy support documents
• Ensuring child safeguarding and do no harm principles are maintained throughout project implementation
• Ensuring implementation of a Quality Assurance system (including monitoring and evaluation)
• Adjusting all ongoing emergency programs to national legal regulations in agreement with the D/National Director and the National Director. 

Human Resources Development

•  Managing performance  of the staff of the Emergency Department.
•   Leads the onboarding process of members of the national Emergency program department
•   Ensures that professional and developmental objectives are set up. Works out individual development plans in cooperation with subordinates.
•   Supports and provides coaching in the realization of the set objectives.
•   Monitors objective achievement.
•   Conducts Performance Appraisal Talks.
•   Ensures support in recruitment and selection process of national-level Emergency co-workers.
•   Ensures organization of initial and ongoing training for the SOS Children’s Villages emergency program department staff.

Child Safeguarding

• Ensuring adherence to the SOS CVE Child Protection Policy
• Ensuring adherence to admission criteria based on the best interest of the child;
• Ensuring the implemented projects conform to international standards (specifically SPHERE);
• Ensuring that all staff dealing directly with children have criminal record checks carried out before taking up their position;
• Reporting cases of abuse and neglect to the  National Focal Person and  National CS Team as well as follow-up of cases as per the SOS CVE Child Protection Policy stipulations

The must haves:

Educational Qualification

• University degree/MA in Disaster Management or Development Studies, Social Sciences, International Relations or equivalent working experience

Experience:

• Minimum 6 years of experience in humanitarian aid and/or development work in multi-cluster INGOs
• Experience and knowledge of emergency project management including emergency needs assessment, project design, development, and implementation
• Proven experience in working in unstable environments and in implementing security policy/protocols

Competencies

• Good understanding of humanitarian issues and sympathy with the aims and objectives of the organization; commitment to humanitarian principles and the Red Cross and INGO’s code of conduct
• High-level analytical skills and ability to think strategically and implement
• Excellent organizational and problem-solving skills
• Strong interpersonal and communication skills
• Proven management and leadership skills
• Competent to work with significant levels of autonomy and as a team player
• Ability at being flexible and adapt to changing situations

• Experience or education in one of the following fields is an asset: child protection in emergencies, health, nutrition, WASH
• Country knowledge in terms of its political, economic and social trends is an asset
• Excellent English language skills verbal and in written
• Knowledge of MS Office (Excel, PowerPoint, etc.)
• Willingness and ability to travel nationally and internationally up to 30% of working time
